Which country is the greatest nuclear threat to the world? Russia, USA, Israel or North Korea?

 When Russia had the bomb, what threat did they pose to the rest of the world except to the USA. Russia's nuclear threat against NATO is just countering the same threat posed by NATO and the USA.

When China had the bomb, what threat did they pose to the rest of the world except for deterrence purposes. It is the USA that is a threat to the world, and they hyped up the threat posed by everyone else. The USA wants to make everyone think that the rest of the world is thinks just like them, indulging in nothing but war mongering activities.

Again, has the world or any other country been nuked by Russia or China so far? Think about it!
