The one most obviously in the pocket of Biden is Olaf Scholz of Germany. Angela Merkel had the backbone to stand up to the USA. Even Trump failed to have his way with her. But Olaf Scholz is really a disgrace to the EU and Nato as the de facto leader. His bending backwards to please Biden caused all the problems for the EU, notably the killing of the Nord Stream 2 pipeline.
The USA knows that keeping the Nord Stream pipelines in mothball status just could be restarted at any time, and blowing it up was the best option in order to force the EU to rely on expensive energy from the USA. And Olaf Scholz knew all about that, goes along and did all the damage to Germany and the EU. He will be remembered for his destruction of the German industrial base built up over many decades or even longer.
Scholz is a traitor to Germany. He sold out Germany's interest to the Americans.
Merkel tried very hard to pick a strong German leader but could only found a weakling in Scholz.
