What happens to Biden's promise to the African leaders?

Biden wants to promote 'digital transformation' of Africa, knowing that Africa is well behind others in that area. Boasting is easy, but by offering each African country something like US$7.5 million each, what kind of digital transformation is he talking about? Maybe exporting those old 3G/4G infrastructures instead of scapping them, like sending obsolete weapons to Ukraine.

The offer he made at the US/Africa Business Forum in Washington on December 14, 2022, after meeting with African leaders, was originally US$350 billion to be shared among about 50 countries with each getting US$7 billion each. However, that amount was subsequently reduced to US$350 million instead, after Biden woke up from his sleep and got knocked on the head by his own Democrats and probably roasted by Congress. Behind closed doors of course.

That was a shameful loss of face for the USA in the eyes of the African leaders. The USA ballon burst right in front of those African leaders when they returned home. Beside that, Biden was also talking about building roads, rails, infrastructures for improving the lives of Africans. Too little too late.

Biden probably does not realise that China already spent years building up infrastructures for African countries. I just wonder whether that promise he made has been met, or just the usual lip service, as he may be out of the White House in less than two years. And Trump may just cancel all the deals to Make America Great Again.

Biden already could not remember what he said this morning, not to expect him to remember what he said months or years ago. He does not even know when to sit after making a speech on the rostrum, and needing a hidden card to tell him when to so such things. He needs a card to tell him who to call to ask questions after his speeches, all pre-arranged. And, holy cow, he is supposed to be the one holding the suitcase with the nuclear buttons. He may forget which button to press.

Not only has he forgotten his promise to Africa, there was that US$600 billion global infrastructure development to rival the BRI, which seems 'lost in translation' by the MSM. Of that US$600 billion touted, the USA will only mobilise US$200 billion, with the rest to be raised by the rest of the clique. With USA domestic infrastructures collapsing and needing US$ trillions to put right, would you believe that the US Congress will approve that US$200 billion to benefit other countries? That balloon probably had been busted, a non event, burned to ashes. But never mind, just believe and the clique will be saved.

Can you trust just 'word of mouth' by USA Presidents, when they do not even honour agreements and treaties in black and white? Believe at your own risk.

That kind of trust is no longer in the minds of countries in Africa, Latin America, Middle East and Central Asia. Enough is enough.

American way : American leader fly in to one African country & all you African leaders come here to pay homage to me, your supreme leader of the world. American standard aid package applies to all African countries.

China way : Chinese leader fly into each individual African country to meet 1-1 with leader. Chinese individualize each aid package for each individual African country.

The problem is while the BRI connections can be done overland across Central Asia, the USA infrastructure to rival the BRI is a castle built in the air. How is the USA going to connect to Europe/Asia across the Atlantic Ocean? By teleporting? The Technology isn't born yet!
