Leadership style and generation gap




The leadership styles of the first generation political and govt leaders and those of the present generation have quite distinct features. In those days, political leaders and permanent secretaries were more individualistic, more confident and also abrasive. The fact that they were tasked to carry on the responsibilities of building a nation and the single mindedness in the way they went about their mission could also be a cause for their domineering and high demands on people working with them. There is no room for errors. Niceties were things that did not exist, or a rarity. These individuals behaved like gods in their own right. They were bossy and arrogant and ruthless. They were very task oriented, task masters. From the PM and his permanent secretaries, even to the RSM in SAFTI, each one was a terror in his own right and personality.

No one dared to make mistakes. Minister of Housing took his own life. The permanent secretaries went screaming, yelling and smashing things when things went wrong, particularly in Mindef. Senior officers trembled when called to see to the perm sec. There was little camaraderie at the senior level. Everyone was expected to perform and to perform. Many heads rolled. The bosses were real mean and had little tolerance for incompetence.

Such impersonal leadership style has its good and bad consequences. LKY, Goh Keng Swee, Pang Tee Pow, Howe Yoon Chong were names most fear for those having to work with them. The good part was that things got done efficiently or people got removed. Many second generation ministers were removed prematurely for under performing.

Some time in the late eighties the management style changed. The next generation of permanent secretaries took over the helm and valued teamwork, relationship became important. Political leadership also took on a kinder style. A change in a perm sec or CEO would see a new team being installed in the organization. The CEO or perm sec would bring along his most trusted lieutenants, people he had worked with, comfortable with, tested and dependable. He needed not to watch his backside when the men around him were his men. When he played tennis, all would play tennis. When he refused to play golf, all would not play golf.

It was a different leadership style and different personality cults. Though this style was supposedly more friendly, it could also be unforgiving for those not in the same camp. But generally those within the camp were assured of their rice bowls, maybe iron rice bowls. Heads no longer get chopped. The tolerance for mistakes and underperformance was must higher. Wrong doers were forgiven, ka ki lang mah!

This last feature could be the weakest link in the new leadership style. Ka ki lang, or my people were put into positions of power and responsibility. This could be good and bad depending on the people being put into those positions. Poor or bad performers were tolerated and remained to make more mistakes. This was getting more obvious by the days and very glaring today. No one seemed to have to answer for his mistakes, no matter how gross. It is kind of ok, never mind, put him aside, let’s move on. No one gets shouted at. Everyone is pally pally with the bosses and the bosses with their kakis.

The softer and team building style is easier to live with and everyone is just a close associate, a close friend. And if only they all performs well and doesn’t make grave mistakes, life will be a bed of roses. Unfortunately it is not to be so. It starts to rot and smell.

The harsher and less tolerant style was boorish, intolerance and hard on the individuals, on dignities and pride, very impersonal, but very task oriented and very little wastage holding onto not too able talents. No good, out you go and next please. It did not smell nice but smelling good was not an issue.

The old civil servants and politicians paid their price for serving under hard nosed no nonsense bosses. Some got very disenchanted and really pissed off, losing their pride and self esteem. Today, everyday is like a party, everyone so friendly and warmth and easy going no matter how they messed up things. Working life under the new style leadership is like a ball.

Oh, I forgot. The bosses then were mean, and so was the pay. Today the pay was so fat and comfortable that no one would want to retire or offend the more than friendly and generous bosses to trifle with their good fortune.

Many indirect taxes needed because, possibly to pay the ministers' pay which was 10 times the amount equivalent to the Swedish, Finnish, Danish & New Zealander mininsters' pays?

Many of these old people picking cans and cardboards for a living, spend their whole life paying the top, in the end, end in these ways, some lost their flats, due to losting their jobs possibly to cheaper foreigners and got to sleep in the street or the beach?

I think office politics and stress level is higher today than ever on the low level civil servant. However, the top civil servant got no accountability.

Today, civil service has a rank and condemn policy, that single out 10% to be shit on.

Everyone in civil service back stab colleagues so that they get into the top 90%. Civil service is the most unmeritocratic place in SG.

You survival there depends on whether your boss like you or not. Once you are condemn, you are out of the game. Know your place, and get stuck forever.

Over the years and many iterations, those who rise up are the worst elements in the society. These are alpha personality, who know how to sucks up the top and damned the bottom.

At Goh Keng Swee time, our civil service perform quite well. Today, we have all the top scholars and top talents. There are numerous screwed up.

Already, many civil servants showed signs of mental strain. Those in MOE has the highest occurence of mental problem.

The civil service need reform. First, there are too much "condemn until resign" in low level civil service. The top level civil servant does not turnover.

The solution is we need to fire a lot of top civil servant.

We got to pay less to civil service. Today, civil service has so much politics because they are too well paid. These people will need to foreclose their condos when they are fired. Hence, they play a lot of politics to survive.

Thankfully, the old good leadership with the help of the good citizens over the years, has produced the most efficient and effective government anyone can wish and hope for.
Singapore is now the safest, most peaceful and prosperous cuntry in the world. Despite such stellar achievement, the government is relentless in working for people to attain higher goals.
Singaporeans must be grateful that the present leaders are much more people friendly and caring.

I was a former teacher in MOE. MOE is really a mad house. You see all sorts of pervert and wicked people there. When I was in NIE, I was one attempted suicide.

In civil service, you cannot fuck your boss. You need to stooge. When even when you stooge, your boss may still shit on you because everyone are stooging. Everyone suck cock. So your boss is in a harlem. He got plenty of choice whether he let you suck his cock.

I am now a engineer. Engineer can fuck his boss. Singapore managers sucks but nevertheless, engineering is a very meritocratic profession. A boss who talk cock get shoot down in meetings.

Engineers need to be very precise, and back up by numbers. In this situations, there exist less rooms for politics.

Politics in engineering is not so bad.

In civil service, I hate it when my boss say "we must be perfect". I really hate such nonsense. And you cannot talk back. Else your boss straight away accuse you of "negative".

In engineering, we always talk about, "probably of failure". We talk about nothing is perfect. We can back our claims by numbers and hit back at those who did not do homework but like to talk cock play politics.

In tech companies like Google, it has a very democratic culture. Managers has very little power, unless he is very senior. Google is not perfect. But it points to the future how work place must evolve. Workers should have more democracy.

I suspect the present leaders are only there for the money, the power and the ego boost.

Not a single one of them strikes me as persons of "character".

But to criticise them is pointless: they are the product of the same culture and modes of thinking as the people they represent.

LKY deliberately corrupt the civil service, GOh Chok Tong is the mid wife.

In 1990s, LKY hatch a evil plan to screw Singapore. He wanted to financialize Singapore. But this will not work if top civil servant and minister are paid middle class wages.

Financialization hurt them.

So first thing to do, LKY hike their salary to millions of dollars. That remove the resistance for LKY to

1) Hike property
2) implement and hike COE

Also ministers are given incentive to screw the people. Our prostitute economist back it up by their excrement economics theory to justify screwing people is good.

For example, PAP create inflation in property. Whore economist say its "economics growth" in their feces theory. And minister got pay hike by such "economics growth".

When workers get pay hike economist say it cause "wage spiral inflation". We must be behind "Philips curve" and make people lost jobs, import FT, to depress wage to fight inflation.

This is just few example how the prostitute Kuan Yew corrupts civil service.

Kuan Yew is mother of all whore.

I am not saying Goh Keng Swee is good. I think Goh Keng Swee is a mother fucker. But he is the least ugly and he still do something for people.

During the 90s when Goh's influence wane and LKY has overwhelming power, Singapore is running into shit.

Today PAP tell you forget about car and condos. PAP is going to import more and more until SG become a shit hole.

PAP is going to dig out our ancesters in Bukit Brown because there are too many FTs.

Before we live in landed zinc house or kampong, in the future PAP has plan for a 40 sqm 99 years HDB cage for us.

Today Singapore has only wet dream of high GDP per capita, but in fact, most income goes to the rich, or being ship back by MNC's home country.

Most Singaporeans are living under debt, and they are 1 paycheck away from foreclosure.

To solve the schism between civil service and people, the top dogs salary got to be peg at at most 14x the wages of janitor. This entrench them into comfortable middle class and not in the top 1%.

Then, they will not implement policies that hurt the people.

Heard they have problems as many good ones are not joining and ended scrapping the bottom of the barrel. This is a sure sign things are not going their way.

The bad part is that they still insist on replacing the not so good with the lesser good to make things look even worst.
