Backfiring seems to be the result of the stupid USA
policies of late. It was a blessing for China without needing to dangle
carrots to lure those top academics, scientists and engineers back to
China. And as more academics and scientist found their callings in China
paying off well, and even providing the impetus for them to grow their
talents, the more others in the USA are apt to follow their footsteps.
It will be a big gain for China and a big loss for the USA,
notwithstanding whether the USA is accepting the reality or not.
It
fits in nicely for China's effort to staff its universities and
corporations with top of the chain returning talents and brains,
all-ready-trained and paid for by the USA taxpayers over the decades.
Let not the USA now accuse China of stealing its talents, which it is
chasing out itself from USA universities and research facilities. Now
even Chinese universities are competing with top USA and Western
universities for the accolades. Who would have thought of that a decade
ago?

What all this is doing to the USA is still not yet apparent but will be in a few years' time. Brain drain is a phenomenon that will come back to haunt the USA.
The success of the USA in terms of innovation and progress had all been attributed to the contribution of foreign talents studying and later contributing to the USA. Many top research scientists in the USA, in universities and research facilities are largely Chinese, writing research papers that help those universities to top rankings year after year. This is going to end. Instead, they will be doing research in Chinese universities and writing cutting edge research papers to help the rankings of Chinese universities. The writing is on the wall.
Trump is going to do Xi more favors by sending back more academics, scientist and engineers to China. Hope he does not resort to accusing China of stealing not just jobs, but talents from the USA.
China is in fact giving jobs back to USA citizens by vacating those positions in the USA. Trump should thank China instead.
'Karma' is a beautiful word.
