"Free speech" occurs in a spectrum. In Singapore, that spectrum is narrower than many other "first world cuntrees".
redbean, there is ONE ACTION to take for everyone if they are committed to making Singapore a place you can express yourself freely and feel so SECURE that you don't even worry about being sued or arrested or shut down by the bully-authorities who have all the power. (Bully kechik) The action is part of many of Voltair's opinions that no matter what you should defend the right of free speech of the people whom you find the most objectionable, disagreeable, obnoxious and with whom you vehemently DISAGREE WITH.
Then you will have free speech.
In this instance, none of the two parties in conflict have come out to defend their opponents rights. They all want to shut their opponents DOWN.
This displays a STUNNING lack of maturity on both sides. If you are going to act like children, then the government is going to treat you like spoilt children.

Organising a demonstration without approval of the Commissioner
According to the Public Order Act, it does allow for demonstrations to be held inside Hong Lim Park, which is deemed as an “Unrestricted Area” [Link]:

Demonstrations in unrestricted area
4.—(1) The organising of and taking part in any demonstration (whether or not in combination with a play-reading, recital, performance or an exhibition) held in an unrestricted area must be in compliance with all of the following conditions:
(a) the demonstration must be organised by a citizen of Singapore (referred to in this paragraph as the organiser) and not a non-citizen;
(b) only citizens and permanent residents of Singapore take part in the demonstration and the organiser must not allow any person who is neither a citizen nor a permanent resident of Singapore to take part in the demonstration;
(c) the demonstration does not deal with any matter —
(i) which relates, directly or indirectly, to any religious belief or to religion generally; or
(ii) which may cause feelings of enmity, hatred, ill-will or hostility between different racial or religious groups in Singapore;
(d) the organiser, or an authorised agent of the organiser, is present at all times during the demonstration;
(e) no banner, flag, poster, placard, photograph, film, sign, writing or other visible representation or paraphernalia which contains any violent, lewd or obscene material is displayed or exhibited (whether before, during or after the demonstration) by or on behalf of the organiser or by any person taking part in the demonstration.

What demonstration?! Nowhere does it say a speaker must stand still while talking. You can march and walk around while making your speech, which Roy and HHH did. A music band is still a band, whether it is standing still or marching.
