Handcuffs of youth and children


MPs concerned about use of handcuffs, leg braces as restraints in youth homes

Members of Parliament raised their concerns about the psychological impact of using such measures on teens and questioned whether there will be procedures to prevent the abuse of power.



The above is from the Today paper. I remember writing about this, also included in my book Redbean Soup, of a child below teenage, being handcuffed in a police station and objected to such insensitive and cruel acts against children. Reading the above being raised in Parliament gives me grave concern whether such practice on little children is still in practice and found acceptable.


Youths in homes are often difficult to control and may have committed some offences. The need to put them on cuffs and leg braces may be controversial but at times may be necessary. There must be serious contemplation in making such decisions and not be permitted freely to the point of callousness, careless tidak apa attitude or abuses on the youths and definitely not on pre teens children.


For the MPs to think this is a serious concern that merited to be raised in Parliament is a good start. For this to be an issue is a sign that things are getting out of control. It could be another case of one size fits all as is often applied to rules and regulations without the need to think, for convenience. A case of suka suka just cuffed. At least I think this is something more worthy of Parliament's time than discussing about the use of plastic bags, trying to save a few pieces of plastic to save the environment. Without plastic bags, how are the people going to store their wet waste before throwing them into the rubbish chutes?


Shanmugam’s expertise would again be called upon to write up more laws to provide clarity in the application of such laws, rules etc etc. For a start, all police personnel must be told to be sensitive on little children and must not be allowed to put cuffs on little children. This is a poor reflection of a highly educated population of a first world city when a little human decency and sensitivity towards children are expected to be the norm without having to question or to have rules to implement them.


Are we still a first world city state when we are still fumbling over such basic issues of handling our children and young delinquents, after 44 years of independence? Can you imagine what it looks like for a below 10 year old child to have cuffs on when the cuffs could easily slip off? It happened then, not sure it is still happening.

The SPF themselves are like AhGuas needed to cuff small children and youths.

Needed three or four just to manhandled a man.

See the Everton Video of the Ah Neh been tasered and brought down or not.

Two NOT enough have to call for reinforcements and one of them have to use baton to strike at the Neh and the other got to taser that guy to bring him down.

Another somewhere in one housing estate where one mature policeman have to be held by the residents to lie on the bench panting for breath after three of them tried to restrain a struggling suspect.

The mature one thinks suffered some sort of heart attacks.

What happened to our present SPF??

Olden days Mata Matas wearing short pants just simply hauled suspects and gangsters one to one.

The Ang Chiaks Riot Police of yester years strike fears in the Rioters with just wicker shields and their batons.Somemore just wear short pants with no protective gears.

Cannot imagine what's will happen if the Riots and protests will be like Hong Kong.

Likewise, our ex Named Provost Unit of MPs in the old SAF.

Apprehending Burly ex KD Malaya service personnel and also many Brit servicemen twice their sizes without fears. When they are still in Sinkieland and have NOT withdraw completely as yet.

Giving excuses that these are standard procedure to cuff anyone suspected to be committing any offences. Even women.

Pui, have to be trained to be tougher in self defence instead of just having four to apprehend one and use tasers.

Won't be so simple as to just handcuff or leg restraint on daily basis suka suka feel like it when kuai lan. Will need to go thru long list of SOP actions & de-escalation attempts, including mandatory activating of block alarm for backups, before take-down, subdue & restraint can be allowed. All these must be documented as official records in system. CCTVs will also be available to record evidence.

And each & every restraint or handcuff will need to write report & reviewed by higher authorities. Counsellors & doctors if needed will have to be immediately paged or called to attend to resident. Restraints & handcuffs in-use will need to be monitored & recorded every 5-15 min for safety & any cutoff of bloodflow circulation.

At every min of the day 24/7/365 all restraints & handcuffs need to be accounted for, whether in secure storage or in use or in-transit.

You think like in movies suka suka handcuff to window grills or iron railings like korban & then use belts or whips haar?!?!

Anyway think they will use soft fabric hand restraints instead of metal handcuffs lah.

Don't laugh. Cable tie very strong one. I still remember a news report say cable ties was used to tie dunno what on the MRT track to solve a MRT track problem. LOL

Yeah, leave it to Justice Pao's expertise to sort this out. There is no problem he cannot solve, by hook or by crook. In Red Dot, if an Indian can be ruled as Malay, how can you argue? So why worry for nothing lah!

Abuse of power? No idiots...how about THE CORRECT PROCEDURE of arresting suspects by AUTHORIZED law-enforcement professionals.

People, for fuck's sake, let's keep this real: If you see someone in handcuffs or leg restraints being escorted by police....YOU FUCKING DAMN WELL KNOW that the person in irons is involved in some VERY HEAVY SITUATION

The "psychological impact" on the young person is that they should learn to fear the swiftness and gravity of the justice and law-enforcement systems: "If you don't like doing the time, DON'T DO THE CRIME"

Under the law EVERYONE is equal. Justice is "blind" and it should be that way---rigid, unwavering STANDARDS.

Parents who failed to discipline and guide their children will face the high probability of their children "discplined" by others. In the hands of the police, no matter how bad, it is still not that bad nowadays as compared with 60 years ago. In those days, both physical and psychological harms were applied on a regular routine. Youth should thank God that the Singapore police force today has progressed to be more accommodating, patient and considerate. They are civilised, educated, knowledgeable and well-trained. Unlike days of old, when muscles count more than brains.

It is good that MPs are now trying to find some appropriate issues to raise in the Parliament. Otherwise, having sex in a confined space wouldn't have reached the ears of the millionaire ministers.

Clap, clap, clap for the MPs who are at least trying to make Parliament debates more entertaining......

I agree with Frog outside Glass.

They ran out of serious things to talk in Parliament and needed to act busy and doing something or be on leave. Or else sex in confine space or oral sex would be hot issues in Parliament.

From your temperaments, if you ever come across those kids, both of you will either punch them in the face or take a chair to wallop them.

Most likely they wallop you till you coma or brain dead.

Those kids are basically younger wildlife soon to grow into adult wildlife that you see roaming the streets & housing estates, and going in & out of Changi.

There are things that are universal truth --- disagreeing & banging tables just becoz it come out of PAPies mouth is just STUPID.

There are many PAPpy things to disagree with. This is NOT one of them.

You dan kayu lah. You better UPDATE your thinking to the 21st century. These days young/ teenage criminals damn GARANG one. Firstly, they are all computer savvy. Also, they know about strategy, tactics and damn good aim when comes to SHOOTING---all thanks to the hyper-realistic video games / VR that is a part of their daily lives. These kids as a cohort have higher IQs than kids their ages from previous generations.

They are also driven to crime by the "desires" created by their own (kids') popular culture. Money, sex, and power from rap and hip-hop music (what they're listening to most of the time), Instagram "show offs" etc etc. Materialism and ego-centric satisfaction are powerful motivators.

So in my unwavering opinion, these so-called "children" need to be treated the same as adults when they are arrested and interrogated for SERIOUS crimes---sexual molestation, for sure.

RB, you are unbelievable lah. Going "soft" on criminals? You mad lah. Singapore is #1 for Law and Order. I consider that a PLUS lah.
