I say the flaws are perceived because not everyone will agree that the
education is flaw. If it is, how could Singapore be bragging to the
world that we have one of the best education system in the world with
world class top universities ranking at par with the best in the USA and
UK? If our education is so loathsome, how could our students be tops in
many tests conducted by international agencies, not ranking agencies?
Before anyone could attempt to come out with a solution to the perceived
flawed education system, let’s look at the perceived problems raised as
these would help those who are trying to work out a solution. The
solution must address the perceived flaws or else it would be like
chicken and duck talking.
From what I could gather, the perceived flaws can be narrowed down to a
few points. 1. The education system is too stressful because of the
great emphasis on test and grades. 2. The children are not happy because
of the stress placed on them because of test and grades. 3. As a result
many could not go to the top schools that they wanted, or the parents
wanted them to be there.
If only that education could be less stressful, no test, and the
children could end up in the top schools, everyone would be happy, the
children and their parents. See, the solution is surfacing once the
sources or causes of the perceived problems are highlighted.
Here is my brilliant solution
Actually ACS has in a way solved this problem by having 3 kinds of ACS
schools, ie ACS Independent, ACS International and just ACS Normal or
Ordinary or Traditional. What do all these meant?
Simply it means that all the parents and children would be happy if the
children could be admitted into the tops schools like RI, Hwa Chong,
ACS, Victoria etc etc. And when the children are in these top schools,
how to make them happy, without test and the stigma of poor grades and
still do very well on graduation? This is an idealistic type of
education system that everyone wins, the ministry, teachers, parents and
children will all be very happy, and no stress to worry about. So how
to do it? Generally only a small number of parents and children are
unhappy with the present education system. On one end are the parents
that aspired for their children to be in the tops schools, to get good
grades, without test and be happy children. On the other end there are
parents and children are are realistic and understand the nature of
things and are willing to accept that their children will go to the
appropriate schools according to their performance in schools. This
group is not crying or protesting about the present education system.
Similarly, for parents and children that are doing well academically,
they are also not complaining either but only in praises for the present
system. So, there is only the first group of parents and children that
needs to be appeased with some changes to the perceived flawed education
system. There is no need to shake and rock the whole system just to
cater to this group, maybe 10% or 20% of the cohorts.
Change the names of some schools to RI Special School, Hwa Chong Special
School, ACS, Victoria etc. These special schools would be staffed with
the best teachers money can buy, best to recruit teachers from US or
Europe and pay them the highest salary possible. Not to worry about the
cost of these teachers. The cost can be passed to the parents who can
afford to and want their children to enroll in these bestest special
schools, ie the fees would be high. Good quality schools must have the
right to charge high fees.
The curriculum of these schools should be very relax to make the
students happy, no pressure, a lot of play, study less, learn more. And
all will graduate with a certificates issued from the respective
schools, with straight As. No need to take PSLE, no need to take O or A
level examinations. Just take inhouse examinations and be awarded with
inhouse certificates from Singapore’s top schools.
One caveat, there is no guarantee if universities or polytechnics would
accept these certificates, or if employers would want to employ such
happy and stress free graduates. For those who don’t have to work for a
living, this is the best school system for them. Happy happy and no need
to be stressed out, a lot of free time to enjoy life, no homeworks and
guaranteed good grades.
Hope the ministers in education would adopt this novel and marvelous education system of Special Schools.

One flaw of RB opinion above -> what is the difference between Special School & Special Needs Schools? Also what is the difference between Special and Gifted Schools? What's the difference between Special Gifted and Special Needs Gifted? See our education systems r a very complex systems to address different needs & expection. So what's the problem ? The issue is Parents Expectation in Asian culture, Chinese saying - 望子成龙 /成凤。 The problem is most parents want their kids to be scholars (or 状元 or top scholars) so as to be successful in their career, if they can enter the govt sector & eventually become Million dollar Ministers so much a better) ..u see most parents wan their kids to be that Special Gifted Scholars to wok for the Hotel Translyvvania Count Drake Long Gan, it's this kind of parent addiction that make their kids all stress out. RB, to refine your suggestions I have the following proposals. 1) named all schools as RI, Hwa Chong and Victoria. Not special RI, so all schools are the same so all parents and students are happy. 2) recruit all Teachers from India instead of from western countries cause India has better education outcome that is cheap but good. Look at who is running Microsoft, Adobe and Google and in the past who is running Citibank, deuche bank and chartered bank. So u get my drift.
The other issue is all the KPI measuring our education system are wrong KPI. The one that we did badly is from the employers who think our kids are duds. So that is why Indian ft are highly valued in sg. Walk around the financial center here and Changi business park and u think u are in India! So let's fired all the Teachers from pre primary to university and adopt the India education system and Teachers. U will also notice that majority of the nus MBA graduates are from India. Sinkies having spent two years in NS can't afford to spend more time in university. There is pressure to earn money to pay for hdb flats etc. Oh by the way, replace the people from ministry of education from India too.
State-implemented education systems are not created for personal fulfillment and enlightenment. They are implemented with the belief that the state needs obedient and compliant workers to grind it out everyday so that the economy can prosper, making the top 10% of the already top 10% increase their wealth toown 80-90% of "ownable stuff".

"Education" nowadays is SHIT. Degrees and certification have been INFLATED such that tertiary ed doesn'ty mean shit anymore. Now you can go into debt for decades, or have your parents scrimp and save for decades to fund 4 years of partying, sex and drugs, which will eventually earn you a totally useless time and money wasting "degree" in stuff like "gender studies", "English literature", and other useless no-market-value "academic" qualifications.
Paper-chasing is part of the DNA of Asian societies. Identity, social stature and proof, even racial or cultural pride...and more are all tied and woven into fabric of the nation's culture.
Hopefully you will get the good job thru "contacts", but you will chase paper to validate your parents' expertise in child-rearing....aka making them feel good is the A#1 reason for earning a university degree.
Parents who can afford it, should send their kids to one of the ACS outlets. The reason is very simple:
In order to have an awesome life in Asia, as an Asian, the best thing to become is a BANANA or a COCONUT (if you're swarthy in appearence) .

I agree with 9:15am's suggestion. The combination of our top school names and Indian teachers would be unbeatable in the world. They can then be exported to USA and Europe to head the American and European MNCs. If they can't make there, can come back and head all the GLCs like DBS and Singposts and the ministries.
Education system in Singapore is a failure in many aspects. In years gone by there was no need for parents to send their children out for extra tuition. Teachers in schools identified the few slow learners to stay back in school for extra coaching. But now every single student from primary 1 to Pre U has the parents sending out their children for tuition for all subjects in commercialise tuition centres. Commercialise tuition centres are now multi-billion dollar business. Guess who run these centres. It must be the well connected elites. Education is pure mercendary now. Yet in the top schools some teachers will ask those underperformed poor students whether they are receiving tuitions outside. When the answers is no, the teachers will reprimand the students and ask why their parents did not send them for tuition. Thus the teachers in top schools do not really need to teach. All students are being taught and grounded by outside tuition teachers. That's the reason why Singapore parents are vastly impoverished by the unnecessary need for outside school tuition for their children. It goes to show that formal education in schools is a total failure. It results in the psychological fear of parents for their children losing out if they don't send them out for tuition which can cause thousands of dollars. It is no surprise that hundreds of tuition centres are sprouting out like beansprouts all over the island and the big tutorial organisations even glaringly seek for listing in the stock exchange. Further expatriate teachers from England, US or Europe are too highly paid but are taking their assignments here as paid holidays. There are too many stories about how these expatriate teachers spent their time in class telling cock and bull stories and cracking silly jokes before they used the last few minutes in teaching.

In the Philippines, the medium of instruction is English. The school and university fees are very low. Every familg can afford it. Don't have to get loans from banks of CPF in order to send your children thete. Their degrees are recognised all over the world.
In India, you can buy your degree with ease. If you don't like to buy the degrees, you can get professional exam-takers to sit for the exams for you. No stress, no sweat. All you need do is to pay and pay, a habit you have already been accustomed to.
Your children will come home as foreign talents. May be also with Pinoy or Indian spouses.
Like that, since the foreign talents policy has become a joke, the Government can abolish the policy and save face. Government happy again.
If your children cannot find jobs back in Singapore, no problem. Go to US, Canada, UK and EU to compete with the other Asians there.
