Thought that when one tenant leave, the owners wanted to rent out again must wait in-line for the quotas of that particular block not filled before they could rent out again?

Anyway, words of advice, never ever antagonise the perpetrators on unit above you as they could really give you HELL!
Also another case even in Courts you are always on the losing end as if you were to confront them our SPF and their Agencies shall always blamed that you went up to have fracas with them.
Their words against yours and you always ended up the lower and Aggressor instead of been victims.
