Biden was so frustrated that low level American officials, aka gangsters, were not making headways talking to their China counterpart. Is this something new? Is this something not to be expected? For decades, the American gangsters have been treating the Chinese like a football. When they felt like kicking the Chinese they would not hesitate to do it. When they needed the Chinese assistance they would called and expected the Chinese to help.
That was a time when China was weak and could not fight back. Today China is no push over and the American gangsters need to stop their reckless and bullying ways when dealing with China. Biden thinks his call would make a difference? This is how arrogance the Americans are, after gotten use to bullying everyone and China.

Start by releasing Meng Wanzhou and stop all the dangerous acts of violence in the South China Sea and stop supporting all the rebels and terrorist groups to undermine China's interests. It is so easy.
China has yet to return the favour of the attack on Chinese Embassy in Belgrade. The South China Sea would be a good opportunity for China to sink an American warship or aircraft to avenge the Belgrade attack. It is a matter of when China would take action to stop the provocation.

When the USA comes to China's doorstep provoking them, why would China want to talk with them? This is common sense.
When neighbours are out to create trouble, would you initiate a meeting and talk to them nicely? The USA is not even China's close neighbour and yet they are out to create trouble, even dragging the tail waggers and hoodlums, like Britain and Australia, into the furore.
China now knows talking to the USA is an exercise in futility. Beefing up her military deterrent is of paramount importance, knowing the enemy is now at the gates waiting to pounce.
Regardless of what propaganda the West is generating about China overtaking Russia in nuclear warheads, which is all propagated in the hope that Russia will take the bait with a breakup in military co-operation with China. In reality the facts clearly indicate that China's nuclear arsenal is way far below the level of the Russians and the USA. The emphasis had been for deterrent purpose, but the situation warrants a change in mindset on the Chinese side.
Suffice to say, any agreement resulting from the talks between Biden and Xi is not going to be worth the paper it is written on and Xi should know. The USA will tear up agreements unilaterally when it suits them, so there is little value in agreements reached with them.
The only important thing to remember for the Chinese is not to take the USA words for real and continue with whatever preparations are needed for any eventuality.

China Preparing Its Citizens for War With the United States
Beijing is scheduled to carry out air strike alarm test on September 18 to raise public awareness. The air-raid warning will fill the air across the city in three-minute intervals from 10 am to 10:23 am on the day, the Beijing municipal government said in a press release.
The test is reported to enhance residents’ national defense awareness and raise their knowledge about air strike warning. The test will be held in suburb areas, and residents can carry on with their lives afterwards.
Shanghai will also hold the same test on the same day, with air-raid warning filling the air across the city in three-minute intervals from 11:35 am to 11:58 am, the Shanghai government said earlier this month.
Along with a trail of sirens, air defense drills will be carried out citywide. A civil defense map mini-program will be released by the Shanghai government on September 18 to raise public awareness.
The map will provide various information, including civil defense projects, civil defense education places, and emergency shelters as well as navigation services to these places.
On the same day, other cities like Guangzhou and Xi’an will also hold the test.
