China knows that eventually, those nuclear powered submarines for Australia will be turned into nuclear armed submarines. You are right. The bases are for the purposes of controlling those countries and to destabilise them or conduct regime change if needed. Only an empire needs to have so many bases overseas. China does not have empire dreams and so no need to waste money and resource on such bases.
