This has got to be the dumbest, most embarrassing thing ever uttered by Lee Kuan Yew. It is a really inaccurate metaphor.

He has no knowledge of the arts, and specifically the production of orchestral music.

appreciating music is a cultured taste, a discipline. if one is not trained and has limited knowledge of music, at best, as i always tell my friends, is that we only enjoy the sound, the melody and mood it puts us in.

without an education in music, we don't have much clue of what is music and what the composer and the musicians were trying to impress us.

I agree. Music, like a painting, porno, movies, theatre... anything created by "creative" people, is to be enjoyed for the emotions it stimulates in the audience (consumer)

I wouldn't worry too much about what the composers or musicians are trying to do to "impress" the rest of us. Most of them take drugs and are sexual perverts anyway.

i am not sure about the classical composers, but i agree that many of the pop culture are.

At the time alcohol was the most popular social drug in Europe. Later came opium and cocaine, both available over the counter.

People these days conflate "drug" with "illegal", and that is a mistake. You can get very high on alcohol and even die from overdose.
