The Iranian nuclear facilities were bombed by the Americans and the Israelis, for not getting approval from these two international terrorist states before building them. Anyway, even if the Iranians were to ask, they would not be approved.
Who or which organisation should be the approving authority for building nuclear power stations? The UN, the IAEA or the Americans or the Israelis? Technically, the approving authority is the UN subject to inspection by the IAEA. The Americans and Israelis are not the legal authority to approve the peaceful use of nuclear energy and nuclear power stations. In the Iranian case, the IAEA representatives were there to inspect and check on the nuclear facilities. This is tacit approval of Iran's nuclear facilities, or the IAEA would have recommended the closure of the facilities.
But rogue regimes in Washington and Tel Aviv chose to ignore this and unilaterally decided to destroy the Iranian facilities. The truth is that all nuclear power stations using Uranium as their fuel would end up with radioactive Uranium that can be enriched to make nuclear weapons. The truth also said that all the countries craving for nuclear power stations, like Japan, India, Pakistan, Israel etc, their main intention is to harvest enriched uranium to make nuclear bombs. The need for nuclear power stations is just a fake excuse. This is also the reason why they refused to use safer options that used Thorium as fuel instead of Uranium.
The Americans and Israelis are obsessed in wanting to prevent Iran from producing a nuclear bomb, another Islamic bomb. As long as Iran is operating nuclear power stations using Uranium, the enriching of Uranium to make nuclear bombs is just a small step away. The UN may allow countries to operate nuclear power stations for peaceful use. But the Americans and the Israelis did not want to take any chances. No nuclear power station for Iran. Period. So they hijacked the UN's policing role and take it on themselves to decide who can have nuclear power stations and who cannot. Iran, an Islamic state must not be allowed to have nuclear power stations. And they take it upon themselves to prune Iran's accumulation of enriched Uranium by periodically bombing Iran's nuclear facilities.
Malaysia is smart. Seek approval from the USA, the de facto authority to approve building of nuclear power stations, by signing an MOU for peaceful use of nuclear power, in case they want to build a nuclear power station in the future. Marco Rubio was in Kuala Lumpur to sign the document with Malaysia Foreign Minister Mohamed Hasan as approval from the American Empire.
Whether it is wise for Malaysia to get approval from the American terrorists is one thing. Whether it would end up as a piece of useless paper is another. The seeking of approval and signing with the Americans mean that the Malaysians acknowledged that the Americans are the authority on this, and they trust the Americans to honour it.
Don't forget, Malaysia is also an Islamic state, the enemy of the Americans and the West. The Israelis attempted to bomb Pakistan's nuclear facilities in collaboration with anti Muslim Modi to kill the Islamic bomb. Marco Rubio is just humouring the Malaysians as time is on their side. When the Malaysians finally decide to have nuclear power station, the Americans can then put on the brakes with all kinds of lame excuses. The MOU is worth as much as the paper and ink used.

Let us be very clear to quote the White House bimbo. Permission has to come from the UN after agreement with the IAEA. But these two answer to the USA. So, you are right that the final decision comes from the USA. It is just simple logic that even a lowly educated bean like me can understand using simple maths like two and two makes four. Or is this really maths, LOL.
Israel can have nukes to nuke Arab and Muslim states. No Arab or Muslim state can have nukes to nuke Israel. It is a matter of time when they conduct a sneak attack on Pakistan's nuke facilities to destroy them.
Modi shamed the French by starting the air war with Pakistan and getting clobbered. India betted on the wrong horse, slaughtered by the French into paying US$280 million for each Rafales jet and losing US$1 billion over that war with Pakistan. It shattered the Rafales reputation. Pakistan on the other hand paid just US$45 million for each J10. Cheaper, better and more bang for the buck. Iran has seen the whole picture and has gone all in for Chinese weapons.
According to several European reports, more than 3 Rafales were lost, something like 6 or more. This is one main reason why the French have kept silent about the whole issue. Or else they would be the first to object to the big claims. India on the other hand has completed gave up on the Rafales. No long bragging about how good the Rafales are. This is India's biggest financial and military fiasco. Their reticence speaks volumes about how bad it was. They have refused all approaches by the French to look at the status of the Rafales in India.
ASEAN accuses Israel of ‘openly committing genocide’
Southeast Asian leaders on Friday accuse Israel of “openly committing genocide” in its assaults on the Palestinian enclave with little consequence.
The Association of Southeast Asian Nations (Asean) on Friday issued a joint statement saying Israel could not be allowed to continue with its assaults on Gaza, which the bloc argued was rooted in decades of “unjust and illegal occupation” of Palestinian territories.
“Eighty years of impunity have emboldened Israel to the extent of openly committing genocide, which includes babies and children,” Malaysia’s Foreign Minister Mohamad Hasan said at the start of the East Asia Summit (EAS) foreign ministers meeting in Kuala Lumpur.
“This is unacceptable. It must not be allowed to continue. It must be stopped.”
The Anglo-Saxon Whites seems very preoccupied with what is happening within BRICS at the meeting in Brazil, or should I say very worried with speculations abound about Putin and Xi not attending. No, BRICS is not breaking apart if that is what they are thinking. They can keep watching and hoping.
Suffice to say, with a highly respected Russian giant of a Foreign Minister, Sergei Lavrov, standing in for Putin and China's Premier Li Qiang for Xi, I think other BRICS members knows these two can carry the weight on their shoulders on behalf of Putin and Xi. As adults among other adults at the meeting, nothing is true about the bloc falling apart as what the West wants to see. Unlike some juveniles going at each other's throat at meetings, BRICS will not break apart without Putin or Xi attending. And BRICS countries have never even broached the idea of officially wanting to remove India from the bloc, despite India not toeing the line. No offense intended though, with only outsiders like us having been urging BRICS to do so.
On the other hand, BRICS members seem to have little interest in what transpired within meetings at the G7 or NATO itself. NATO is very united on the surface, but we know all is not as serene as it may appear. Read between the lines and you can see that Turkey is not on the same wavelength as the others among the NATO members. There was even suggestion of removing Turkey from NATO. That may yet suggest that NATO is breaking up, LOL.
