The govt organ has come out to debunk the various versions of
ministerial pay put up in the social media. In summary, what the social
media was saying is that they wanted to know what the ministers were
being paid. All the guessing and interpretations, some right, some
wrong, some partially right, some partially wrong, is unnecessary if the
govt would come out clean, be transparent as they used to shout about,
to dispel the half truths due not of intent but lack of official
statements.
Yes, there is a formula in the govt website site on the formula
recommended by the last ministerial salary review. But the formula did
not tell the whole story as the formula and practice did not seem to
tally or is perceived so. Why? Simply because the govt is not telling
the way it should be. Just come clean and settle this issue once for all
and stop the people from guessing and speculating the worse case
scenario. When everything is legal and official, there is nothing to
hide. When the govt is trying to hide by not telling, it only leads to
suspicion and mistrust.
Yes, this is the third time I am saying, parroting the govt, to be
transparent, to come clean on the ministerial salary. This means
telling the people what the ministers are being paid, not just basic
salary and performance bonuses, give the full pay of the ministers,
including other appointments like directorship, chairmanship and
whatever, as long as it is income to the ministers due to his
ministerial appointment. Is this too much to ask for?
Anyone being paid by taxpayers’ money must come clean, be transparent,
the fourth time I am saying this, to account and justify for his or her
income. This is basic in a democracy, in a country that prides itself
that there is no corruption, no abuse of power, everything is legal and
TRANSPARENT, nothing to hide, nothing to be ashamed of, nothing that is
illegal, nothing that is funny and unexplainable.
The govt owes it to the people to settle this matter once and for all to
kill all the fake news and half truths and mischievous speculations. It
is for the good of the govt to make this right once and for all.
What do you think? Would there be more bits and pieces here and there
and more half truths than the whole truth and nothing but the truth?
PS. The govt formula for minister’s pay is based on a fixed sum, eg PM’s
salary is $2.2m a year based on basic salary, 13th month, a variable
component up to 3 months, a performance bonus, up to 3 months and a
national bonus from 3 to 6 months.
The PM does not get the performance bonus but can get 6 months of
national bonus, ie basic salary +1 +3 +6. Other ministers would get
basic salary +1 +3 +3 +3, ie basic salary +10 months. The PM is also
supposed to get a basic salary +10 months to give $2.2m a year. A MR4
minister should get $1.1m a year. These are supposed to be max they
could get. True, not true?
This looks like it, with a max of $2.2m for the PM and $1.1m for an
entry level minister. But this is not the case when the performance
bonus can be 4.1 average or more than 3 months. If any of the variable
bonus can be more than 3 months, it means the max is not the max. So the
max of $2.2m and $1.1m is not the max as provided by the ministerial
review committee formula.
So, how many months did they get over the last 5 years. No need to talk about those earlier years before the salary revision.

Some members of the public believe that PM Lee is paid close to $5 million a year and won the dubious title of most expensive PM in the universe. The lack of transparency has fuelled unfounded accusation of legalised corruption. The government asked for it. Until the government clears the air, "Clean wage" policy remains a myth. It applies only to civil servants but ministers are protected and exempted. This kind of double standards has made the masses increasingly fed-up.

Alternatively, the Government should sue those whom they think are publishing falsehood, so that the Ministry of Finance can be thoroughly cross-examined by Queens Councils openly in the High Court. And then all the cans of worms can be legally revealed in fairness to justice, people and country.

The various websites, postings of Facebook, alternative media are like the torchlight, everyone of them is shinning on a particular spot but not the whole picture, so as to provide some light.
They are similar to the four blind men trying to guess what an elephant in the darkened room looks like. Each one of them may be right in his own description of the elephant based on their own feelings. But as a whole, each one of them may be way off.
That does not mean they are sprouting falsehood. Can you accuse them of spreading falsehood? Of course, cannot. It will be morally wrong to do so.
Even if you think that the blind men are spreading falsehood, it is only fair for you to prove that it is so - by providing light, by providing the full description of the elephant, and by allowing each and every blind man to feel the whole and complete elephant.
It is the Government's duty and responsibility to provide the light. Fair?

Just clearly state all the renumeration of each minister since Mr Goh Chok Tong became PM the start the million dollar pay in 1990. This should include all allowances, pension, bonuses, director's fees, etc besides the basic salary.
Top public servants should be subject to public scrutiny as they receive public money. Btw GLCs should be considered public n semi-public. GIC, Temasek & MAS definitely public owned national firms.
If clean n clear why afraid to let the citizens see the light.

Performance bonus (except for PM) is between 0-6 months.
National bonus (except for PM) is between 0-6 months. Damn hard to get 0 for this.
For PM, he has no Performance bonus (reason is there is nobody higher to appraise his performance other than during GE), so instead his National bonus is from 0-12 months.
There is also the 13th month, and also the standard civil service Annual Variable Component of 0-1.5 months (very hard to be 0, at least 0.5 even during SARS). AVC can be higher than 1.5 months during good years --- govt will pay Special Variable Component.
MINISTER SALARY GRADES:-
MR4 = $1.1M
MR3 = $1.375M
MR2 = $1.65M
MR1 = $1.925M [this will be DPMs salaries]
PM = $2.2M
The stated ministerial salaries is based on:
1) 12 months basic salary
2) 13th month
3) AVC of 1 month
4) PB of 3 months
5) NB of 3 months
6) [for PM is based on NB of 6 months]
However as PAP admitted, the average minister will exceed both the PB and NB portions.
Hence the actual salaries that PM and ministers have been getting over the past 20 years have usually been higher than the stated salaries i.e. PM often gets more than $2.2M each year.
This of course doesn't include salaries & fees from other appointments e.g. chairman of GIC, directorships of GLCs etc.
If Minister's are grade as MR 1 to 4 and the bonuses are included, then every year for past 10 yrs it more, they were paid such even when countries all over the world is in RECESSION !

Frankly no. The system is about 30 years old, and in all that time the cuntry has performed admirably. There has not been any serious scandals in the government. The General Elections over that period...all fait accompli...people going to vote is just "theatre" in a "make-belief" democracy..
I do agree that the govt should lay it out in plain language so that everyone can understand how our illustrious cabinet is paid. Having a clear explanation of salaries will also give the "right incentive" to young hopefuls to apply themselves diligently so that one day they'll succeed in attaing their career objective of becoming a Minister in the Government of Singapore, and serving the nation and the people.By that time in the future, ministers' pay might even be HIGHER...so boys and girls, study hard 😂
Transparency...optional. As long as they don't fuck shit up too often or too badly...that seems to suit most people just fine. But it might be a good time to "clean it up" so everyone is CLEAR about how we choose aand pay our elected officials.

Each and everyone of them does not only have an annual salary alone. Each and everyone of them have multiple incomes from multiple appointments/jobs. Some even have share-options. Some have rewards in kind (not necessary in monetary terms).
That's why they craftily abolished the Estate Duties. Because Estate Duties means when a person dies, all his income details with documentary proofs must be submitted to the Income Tax Department.
I know this because when my mother died, as the Administrator of her Estate, I had to submit all documentary proofs to account for her whole Estate, it took me 3 years!
So, you get the drift?

Guys the details of ministerial salary as shown by 1106am is not complicated.
ReplyDeleteMany companies also use similar in rewarding employees. PB is a very common term among employees in Singapore.
However just like in normal companies, what performance grading & meeting KPIs can be subjective especially if not sales oriented with $$$$ targets to achieve.
For ministers their performance should be revealed & explained why for example this minister deserve 4 months PB. But PAP won't do this as it will embarrass themselves.
As for the National Bonus, I'm totally against it. The 4 KPI criteria is very easy to hit & frankly doesn't really track on ministers' personal efforts.
For example Transport Minister is not appraised enough by how often & how long MRT disruptions occur. But instead he can get 3-4 months ND because GDP is 2.5% and unemployment is below 4% ?!?! Ridiculous!!!
