Li Keqiang’s speech – What to make out of it?



Premier Li Keqiang has delivered his much awaited and most watched speech at the 12th National People’s Congress and China watchers are busily trying to dissect every bit of his speech to understand what he was saying and where is China heading. The keynote address by the Prime Minister of China has gained stature internationally and would be closely watched by leaders of nations around the world wanting to understand China and its policies. Any analyst hoping and expecting something dramatic and earth shaking pronouncement in this speech is likely to be disappointed. Li Keqiang’s speech is best described by a few words, consolidation, stability and avoiding the risk that may come from domestic and external factors.



The tempo of the speech, covering almost every aspect of the Chinese economy and touching on the life of the Chinese people, is a sign of a leadership that is comfortable with what they have achieved and what they had set out to do. It is a speech that said China is on the right course and will continue to move ahead in a steady pace with not much haste.



China has initiated many big plans and projects internally and in the international arena in the last decades, particularly in the last few years. A distinct observation that everything is going on as planned, and doing well, is their absence from being mentioned in Li Keqiang’s speech.  What were not spoken were equally important if not more important like the AIIB and One Belt One Road international projects. The American rhetoric on the South China Sea were not worthy of mention as well. The anti corruption drive too did not find a place in the speech.



The whole emphasis of Li’s speech is about consolidation of what China has been doing over the years, economic development to bring about a prosperous China and better quality of living for its people. Improving the environment, clear sky, creating jobs and lowering unemployment and agricultural reforms to improve productivity took the main stage. The economy is targeted to continue to grow at a more leisure pace of 6.5%, a departure from the years of hectic double digit growth to ensure a more stable and sustainable growth.



The overall picture is a China growing at its own terms and dictates with no great concern or the need to take high risk. There is no worrying trends and development that could trip the progress of the Chinese economy and China’s growing prosperity. 


There are areas of concern but nothing unmanageable. Li Keqiang did raise the issue of independence movements in Hong Kong and Taiwan, and China’s sovereignty in the South China Sea. His message was simple, without being confrontational to unsettle the critics and doomsayers, that China would firmly and resolutely protect the One China policy, removing any doubts on what China would do when the One China policy and Chinese sovereignty are challenged.


Li Keqiang did not respond directly to the provocative rhetoric from the Americans and in a way keep the South China Sea on an even keel. The modest increase in the Chinese defence budget of 7% is also another statement that says threats to China’s national security would be taken seriously but not something the Chinese leader is unduly worried about. China is not in a hurry to over indulge in military spending or in an arms race with the USA to compete for military dominance and superiority. 



China has chosen the path of economic development, to continue to grow and develop in a measured and predictable manner to improve the lives of the Chinese people. Military adventure and supremacy are not China's cup of tea.

In summary, Li Keqiang's speech is all about economic development, prosperity and the well being of the Chinese people and for China to continue to grow as a sovereign nation.

  1. What the Chinese Premier did is correct? The economic path that China take is also correct so as to improves the life of the Chinese. Did he mention about asking the UAssh to follow any international law? Did he provoke the Supreme UAssH power to create unrest in Asia-Pacific? Did he urge or force countries to adopt China One China Policy ? Did the Premier ask the CCCP to increase the country Water price as its an existential issue for man kind? Did he also ask their garmen to increase 'clean air' taxes & so on? It look like China is more mature than any democratic countries in this mother Earth? And China gonna be growing stronger & stronger & be an economic power house soonest ..

  2. Chinese leaders have conviction of public service. They are doing their jobs because they wanted to serve not because of money. One thing that they should do is to continue to improve their carrier sinking capability, more submarines that can fire at the carriers and land and anti satellite capabilities. These are cheaper than building more carriers like the west. One missile with few millions can sink a multi billion carrier.

    Thank you for writing a translated interpretation of Chinese Premier Li Ke Qiang speech .

    Many sinkies and oldies might not have read it given the peesai domestic distractions and many "upheavals in tax increases" reverberating in the hearts, minds, souls, sinews, bone marrows, muscles, tendons, joints, organs, spirit and every cell of sinkies, especially the lower income poor sinkies.

    Regarding the speech, referring to the original Chinese draft spoken by Li Ke Qiang, wonder whether u read/ analysed it using the original Chinese version or translated English version by other media/ sources or u listened to the original speech.

    There is No intention to contradict you.

    Indeed Li Keqiang did talk about the OBOR but the time spent on it was not much, just like the SCS and American provocations. The emphasis was on making China prosperous and for the good of the Chinese people without shouting Chinese First like the Americans and their hostile rhetoric on international policies and defence spending.

    It's not that they don't want to shout Chinese first, but rather unlike the Americans, it may not serve their interests to do that. Just as shouting "Singaporeans First" also does not help, as seen by Hainan Ah Kor getting only 20 plus % votes from Sinkies.

    For one, the American dollar is an international currency and also so many people all over the world, including our boy hero Amos, want to emigrate to America.

    So Trump being smart, can see that it serves American interests by shouting "Americans First".

    The 5th shock is hint of all tax revenue channels will be explored.

  11. Li impressed me once when i watched tv through the 20mins report on Li chairing a meeting on civil servants quality standards. During that time it was middle of his 5 year term. Li was a precise man. His briefing chair by him was far in dept than most leaders who spoke generally about a subject. Since then, i have specially interest on watching Li. Once Li noticed china could not make ball pen balls, he was furious. This year s NP congress, Xi avoided big speeches, but attended shanghai group s meeting and mingled with china minority. Li and others gave their reports and proposals. It was a different Np congress, based on my watching from media.

    Li has lots of successes. His "internet+" strategy mentioned in last Npc started to work this year. AI on immediate translation of china speeches was in use. Robot was able to answer Li s questioning most of the time, such as why are you call xiabai, the robot said made by baidu. But Li question on PMi2.5 gave no answer. This showed Li was actually an uptodate engineer my guess.

    One road one belt is no longer a proposal. London to China train trips are already on. Britain leaving EU is coming in 2 days time. Britain is prepared to leave without any agreement with the EU, which demanded 50 billions pounds as divorce fee.

    We can see the whole world is changing with new leaders. Trump is not talking about no border dream. His way got jobs boost far beyond expected, interest rate went high yet USD went up, while China used up cash reserves to buy RMB up, to prevent its slides. Its the new concepts that work. Li was the right man to go into details to guide china s economy. Its the precision in language that impressed the world. No no sense like world class division one, type of standard. New breed of politicians are taking over the world. except one place, still dreaming of army experience can rule the economy against these mighty precision minded politicians.

    The real danger is THAAD? i guess china might come out some comms that THAAD radar cannot detect such as quantum comms in future, with Li and his influence on china industries.
    Trump is unlikely to go into war with china in view of the good job markets. Scs is for little dot to yell and shout. But pinoys are happy with the new found money and trade opportunities. China will overcome with its money on war. Only little dot have got nothing, and lacking the real capability in inventions. AI is not new to little dot. But its leeders killed those who knew AI s jobs, and drove them to drive taxi, while little dot pretends to be world leader in innovation, given by the west. But the west is going down fast. Watch EU breaking into parts sooner than expected. It was a bluff to gain what number one in the world for little dot. Can sell something to make money in china or usa market? none.

    Essence of Chinese Premier Li Keqiang's Speech at the Opening Ceremony of the 5th Session of China’s 12th National People’s Congress (NPC) on the morning of March 5, 2017 to 3,000 legislators in the Great Hall of the People.

    The annual two sessions is the occasion when the voices of billions can be heard. The delegates are taking on their responsibilities with their commitments to steering the ship of China – a mission concerning the happiness of millions of households. The NPC Deputies and CPPCC Members are expected to speak for people and renew the missions of China.


    1. The Chinese Mainland will resolutely oppose and contain separatist activities seeking Taiwan's independence.

    2. The Chinese Mainland will thoroughly implement the Policies on work related to Taiwan, uphold the One-China Principle, and safeguard the 1992 Consensus as the Common Political Foundation.

    3. The Central Government will continue to implement, both to the letter and in spirit, the Principle of “One Country, Two Systems,” under which the people of Hong Kong govern Hong Kong, the people of Macao govern Macao, and both regions enjoy a high degree of autonomy.

    4. Continue to act in strict compliance with China’s Constitution and the Basic Laws of the Hong Kong and Macao Special Administrative Regions, and ensure that the Principle of ‘One Country, Two systems’ is steadfastly applied in Hong Kong and Macao without being bent or distorted.

Chemical oxygen demand and ammonia nitrogen emissions should both drop by 2% this year.

    8. To place all key sources of industrial pollution under round-the-clock online monitoring and China will also strengthen research on the causes of smog to improve the scientific basis and precision of the steps taken.

    9. To step up work on upgrading coal-fired power plants to achieve ultra-low emissions and energy conservation, to be completed this year in the eastern region, next year in the central region, and by 2020 in the western region.

    10. To work harder to address pollution caused by coal burning. Comprehensive steps will be taken to replace the use of coal with electricity and natural gas in more than three million households.

    11. To cut sulfur dioxide and nitrogen oxide emissions by 3% this year, as part of the efforts to make the skies blue again.

    12. To opposes protectionism of different forms, therefore China will become more involved in global governance and steer economic globalization to see it more inclusive, mutually beneficial, and equitable.

    13. To make big moves to improve the environment for foreign investors, including making service industries, manufacturing, and mining more open to foreign investment, encouraging foreign-invested firms to be listed and issue bonds in China, and allowing them to take part in national science and technology projects.

    14. To push ahead with the Belt and Road Initiative by accelerating the building of overland economic corridors and maritime cooperation hubs, and deepening international industrial-capacity cooperation.

    15. To accelerate the development of emerging industries - R&D on and commercialization of new materials, artificial intelligence, integrated circuits, bio-pharmacy, 5G mobile communications, and other technologies, and develop industrial clusters in these fields.

    It was not by a mob. It was by a group of frustrated workers and they did not live with local laws, they could care less when angry.

    Readers must read the word angry crowd. Dont believe me? After the 2013 Dec 8 night, the changes at workers visiting that place has improved a lot, the waiting place was well built. This reflected what? The exploitative attitudes of the elite group. Readers must remember, after the riot, the Indian embassy woman visited the workers dormitory by dormitory. She knew what are good standards obviously. We as outsiders were happy, heng ah, got Indian embassy to look after the poor workers living conditions to avoid another riot.

    I worry about the new riot too. This one may comes from the real planned move by the organized millions of foreigners living inside this island, and the numbers are increasing on the white papers to 7 millions. Unless voters vote out pinky and his clones, there is likely to be a huge problem. May be that is the only time voters want pinky n clones out similar to Tony Blair who brought Iraq war to Britain on phony prospectus. Sinkies are diehard pinky fans, too bad, hardluck.

    Essence of Chinese Premier Li Keqiang's Speech continues:

    16. To strengthen the capability for making technological innovations, by improving mechanisms for providing continued long-term support for fundamental research and original research, building major national infrastructure projects for science and technology and setting up technological innovation hubs, and establishing platforms for sharing R&D resources, among other measures.

    17. To invest 800 billion yuan in railway construction and 1.8 trillion yuan in highway and waterway projects, and begin construction on another 15 major water conservation projects.

    18. To make greater efforts this year to implement innovation-driven development strategy, upgrade the structure of the real economy, and improve its performance and competitiveness.

    19. To speed up the transformation and upgrading of The Real Economy, which has always been the foundation of China’s development.

    20. To reduce the number of rural residents living in poverty by over 10 million, including 3.4 million to be relocated from inhospitable areas - Central Government funding for poverty alleviation will be increased by over 30%.

    21. To place tighter constraints on companies’ leveraging, especially state-owned enterprises, to gradually bring down Corporate Debt to an acceptable level.

    22. Li stressed: We need to be clear that housing is for people to live in, and local governments should take primary responsibility in this respect.

    23. To take targeted policies to cut excessive Real Estate Inventory in the 3rd and 4th Tier Cities and support residents to buy homes for personal use.

    24. To make more use of market- and law-based methods to effectively deal with “zombie enterprises.”

    25. To cut over-capacity in bloated Sectors, with targets to slash steel production capacity by around 50 million tonnes and coal by at least 150 million tonnes this year.

    China’s GDP expanded by 6.7 percent last year to 74.4 trillion yuan. China’s economic growth in 2016 out-paced most other economies and accounted for more than 30% of Global Growth.

    I have come to one conclusion after watching what politicians said. I prefer to be plain and straight in language. I agree with that word: its about my own existence.

    Increase water 30% is about my own existence without water? NO.
    The 3 millions population has enough water as planned before the influx of 2.7millions foreigners. These foreigners were UNPLANNED for. Similar to the roads jams, mrt jams, now water shortage.

    Water shortage came from warning from Johor water reserves. My guess is: Johor can easily turn the table flip it over. After UMNO loses power, if happens, the new government may not be so friendly to Singapore. They promised to end High speed rail from China at KL only. That effectively cut off Singapore.

    Wanna provide water to Singapore and make its own opposition ruled Johor thirst for water? I do not think the new PM will bother. They can pay a compensation and call off the water contract once for all. Johor has more residents. The water collection might face more problems when more areas are built up with less forested area. Rivers will dry up.

    Meanwhile, Singapore is giving PR professional passes to starve its own citizens from income, foods and worst, water.

    Yet the ruling party gets the higher and higher popularity votes. Next state funeral doesnt know when, might be the election day afterwards. I hope this round, people remember the population expansion policy is not about birth rate. Its as poor. But about increasing the elites own salary through gdp figure. While voters get thirst hungry threat, no end to it if the expansion reaches 7 millions. Worst 10 millions. Riots is or will be common forms of crowd anger expression. The elite will not be able to control. Can see from how the uniform groups respond to foreigners violence. Take hour to arrive at the scene. Nil one want to be in unlucky situation.

    Highlights of the NPC, or "Two Sessions" in 2017:

    Commentary on Li Keqiang's Speech:

    Besides the usual economic targets and policy pronouncements, Chinese Premier Li Keqiang’s annual speech to parliament also delivered an unambiguous political message: President Xi Jinping is the Boss.

    In his address to the NPC, Li’s made 7 references to Xi’s recently acquired status as the Communist Party’s “Core Leader”. This vote of confidence from the Party’s No. 2 - and one-time Xi's rival - demonstrated how much the President has consolidated his power ahead of a mid-term reshuffle planned for later this year.

    Li 's official position that Xi is the ‘Core’ of the Leadership in the NPC, in front of 3,000 delegates, reinforces Xi's position as China's Commander-in-Chief.

    The 12th NPC represents Xi’s best opportunity to secure a lasting legacy, and he’s been increasingly demanding personal loyalty from a range of influential figures, including generals, company executives and journalists. This year’s promotions could signal whether Xi, 63, intends to line up possible successors and extend his influence beyond 2022, when his second term as Party Secretary is slated to end.

    In February 2016, several Provincial Party Chiefs had begun publicly proclaiming Xi’s Core Status, in the first signs of bid to elevate his standing. Then in October, the party designated Xi as its Core Leader - something never bestowed upon his predecessor, Hu Jintao - giving the President added Authority to push his agenda and promote favored officials.

    Eleven of the 25 Politburo Members, including 5 out of 7 Members of the Supreme Standing Committee, would be expected to step down this year.

    Li told the NPC delegates that Xi’s role as the Core Leader “reflects the fundamental interests of the party and the Chinese People” and was of “crucial and far-reaching significance for ensuring the flourishing and long-term stability of the Party and Country.”

    Li, whose role, rank and age made him a rival to Xi, before the party meeting that signaled their political futures, leads the National Council, China’s Cabinet. Since taking power, Xi has been handling matters that were once handled by the Premier, including Chairmanship of various Economic Committees and presenting the National 5-year Development Plan to party leaders.

    During the NPC Opening Ceremony, on Sunday, Li credited “all the achievements of the past year to the sound leadership of the Party Central Committee with Comrade Xi at its Core,” and struck an upbeat tone about the economy. He forecast growth of “around 6.5% or higher this year - to provide a stable environment for the reshuffle of the PCC.

    While NPC speeches usually include such nods to the party leadership, Li’s remarks were notable for their repetition and direct reference to Xi. For instance, former Premier Zhu Rongji only once cited the Core Status of outgoing President Jiang Zemin - the last leader so anointed - in his final 2003 work report. The term was never used more than three times in previous NPC speeches under Jiang.

    Shows of fealty have proliferated, with ministers, provincial leaders and other NPC delegates proclaiming support for the Party’s New Core Leader.

    Party Secretary of Tianjin, Li Hongzhong, was quoted to have said in a meeting held last month, "Xi’s public statements showed the thoughts, theories, emotion, charm and the highest level of a politician of General Secretary Xi Jinping as the Core of the Party Central Committee, the Core of the entire party.”

    The message is very clear: No opposition to Xi's position as the Supreme Leader is acceptable. He calls the shots, and everybody follows. No one inside or outside the Party would miss this message.

  35. Given the present state of the stock market, all the analysts would look like clowns trying to use traditional methodology to understand and predict stock movements. Even the most trusted and reliable method based on fundamentals often would not work. Why?

    Computer trading, algo and HFT do not work on fundamentals or follow any old methodology. They are just taking advantage of speed and knowledge of buyer seller activities to take advantage of the differences to make money.

    To me this is a crime but the monkeys do not think so.
