Wolf Amendment - US long decoupled from China in space exploration

"The Wolf Amendment is a law passed by the United States Congress in 2011, named after then–United States Representative Frank Wolf, that prohibits the United States National Aeronautics and Space Administration (NASA) from using government funds to engage in direct, bilateral cooperation with the Chinese government and China-affiliated organizations from its activities without explicit authorization from the Federal Bureau of Investigation and the U.S. Congress. It has been inserted annually into appropriations bills since then. 

In May 1999, the Report of the Select Committee on U.S. National Security and Military/Commercial Concerns with the People's Republic of China was made public. It alleged that technical information provided by American commercial satellite manufacturers to China in connection with satellite launches could have been used to improve Chinese intercontinental ballistic missile technology.

In 2010, Rep. John Culberson urged President Barack Obama not to allow further contact between NASA and the China National Space Administration (CNSA). In a letter addressed to the President, he wrote:

I have grave concerns about the nature and goals of China’s space program and strongly oppose any cooperation between NASA and CNSA’s human space flight programs without Congressional authorization."

China has brought back for the first time, moon soil samples from the far side of the moon and the Americans/NASA are desperately trying to get a piece of the sample from China, embarrassingly ignoring the 2011 Wolf Amendment which forbid any cooperation with China on space exploration. This Act was an American initiative pushed and enacted by anti China hillbillies in Washington. This Act effectively decoupled the US from cooperating with China in space technology.

The rationale of this hostile Act was based on American's conceited pride and ignorance that they are the best in science and technology and that the Chinese are inferior to them and would never be allowed to learn from the Americans. This short sighted and imbecile thinking of the hillbillies was smacked of American racism, a hallmark of American policies against the rest of the world...also an act of hostility.

Today, this silly Act is whacking the Americans straight in their faces, now telling the Americans how silly they were and how far behind is their space technology from China. If only their moon landing fictions of the 1960/70s were true, the Americans have proven and confirmed to the rest of the world that they had never been to the moon. The moon landing was a big American lie. All documents, data, blue prints of the rockets were all destroyed to prevent any evidence to be discovered by late r generations. Nothing was left of the Apollo rockets. Can you believe that, lost, top secret material of great importance, completely lost!

Now it called to question all the moon rocks and moon samples that the Americans claimed to have, 300kg, but desperately wanting a bit of China's moon soil. What does this say? The 300kg were as good as useless, fake! Now they want the real stuff from China and China is not going to share with them because of the Wolf Amendment. 

The decoupling in space cooperation started in 2011 by the Americans. There is no need for China to want to couple with the Americans only to decouple or derisk by the Americans again. China must stay far far away from the evil Americans that regard China as an enemy. There is absolutely no reason to cooperate with the enemy, sharing precious moon soil with the enemy. Let the clever Americans go and get their own moon soil, if they are able to do so. 

All the American lies about their superiority in space technology is falling flat in their own faces. The failure of their space programme was confirmed in the 1970s when Nixon cut off funding to NASA knowing very well that their moon landing was a hoax. Obama also did the same. Since then, NASA has nothing to prove and thus no real funding from Washington, and can only churn out pictures or photographs or images of the moon and Mars. Did the Americans really have probes on Mars?

The Americans recent attempt to prove that they are still in the race was to produce a picture of Chang'e 6 on the other side of the moon, claiming that it was taken by their satellite. Oh, the Americans also has a presence on the other side of the moon? Or was it a photoshop job?
