The economists and statisticians have certain ways of understanding an issue. One of the way that is making Heng Swee Kiat and other ministers unhappy is the correlation between input and output. The more you put in, eg money, the better will be the result. This is like paying higher and higher education fees to make sure the education is quality or paying millions if you want above mediocre ministers. You can't blame Heng and his peers for not understanding this relationship. Actually they should know better. They are the living practitioners of more money more results.
But why did Heng think otherwise, that it is not how much you put in but the outcome. The outcome in this case is not how much is being put in 'by the govt'. In this matter, you can spend less and get more, or do less or work less and get better results.
The first believer of this theory is Tharman when he was the Education Minister. He came out with 'teach less and learn more'. The trick is in the details and implementation. And this do less and achieve more catchphrase is gaining popularity. The latest from DBS, ''Bank less, live more" in a way comes from the same kind of reasoning. How about eat less and live well, eat less sugar to live healthier, or pay more sugar tax or water tax? Oops, I digress.
I am also a believer of this theory of doing less and achieve or getting more. I eat less, never full, and somehow feels healthier. I spent less on food, often a $3 meal is enough and still go kicking or running around. On this, never eat until your whole face is rough, rosy and oily. It may give one a wealthy and prosperous look, like towkays, but once lard start to ooze out from your pores and crevices, you are in deep trouble. I know it looks so rich and handsome, the wealthy and succesful look of having a good life, not the scrawny poor look, like a starving grey hound.
I digress again. I may like the do less achieve more catchphrase, but this is only good as a queer theory, an exception. In reality, in practice, it is more input, more output, more money, better quality. If not the ministers would not be asking to be paid in the millions and asking for more, or the universities would not be raising fees to improve their qualities. Same as the MRT, must raise fare to improve quality of service.
Then you ask, why they never say pay less and better quality of work and services? Should give it a try by paying the ministers less and see if the result would be better? Lower train fares, lower medical fees, lower tuition fees in universities, and achieve better results?
Would any minister be shouting, pay less get more? This is a good topic to table in Parliament.

Compared to past esteemed PAP leaders like Goh Keng Swee, Lim Kim San,etc, we are currently paying the present crop of ministers very much more and getting very much less !

Do NOTHING, achieve EVERYTHING
Are you spending thousands of dollars on self-help? Religion? Outrageous “self-development” seminars which promise you to to attain superhuman abilities and wealth?
Are you so ambitious that you spend all your spare time improving yourself? Do you wake up early to train and push yourself to better your previous best, burning thousands every year on personal training? Are to striving to achieve all your goals, committing 1000% like it says in those self-help books?
Well, you might be doing too much. You are too disciplined, too “on the bola”.
You might need to QUIT EVERYTHING and do ABSOLUTELY NOTHING...because, according to the logic of really expensive ministers, if you do less, it is possible to do more.
Please don’t try to even begin to understand this. It is very cheem concept. If you can figure it out, then you’ll be earning the same pay as a Singapore Member of Parliament. But since you are not, then you have to accept that you are mediocre, especially if your earning capacity is less than 500k per year.
The late David Marshall said that ”Singaporeans know the price of everything and the value of nothing.”
I’ll have to disagree with him. In Singapore price and value are the same thing. If a minister earns millions, he is very valuable. If you are a wage-slave and clean up in a food court, you are less valuable.

I totally agree that we should look at the outcome. Well, let look at the outcome of the work put in by most of the management of big enterprises in Singapore. MRT is a good example. The outcome of putting in big money has not resulted in a fantastic service. The catchphrase must be to work smarter and achieve more.

Why?
1. Is it because the emplyers are too demanding and stingy and greedy and ruthless, following the leaders of S'ppre?
2. Is it because they work the longest hours per day and no or less overtime pay for holidays and sundays?
3. Is it because they are the lowest paid in the world while their employers, CEOs and Ministers and civil servants are paid much much higher than them?
4. Is it because their so-called labour unions are not really fighting for their welfare but instead joined force with the employers and government to suppress the workers in wages, welfare, protection and rights to protest and go on strikes?
5. Is it because there is no minimum wage and the employers tend to exploit them to the fullest?
6. Is it because most of them are struggling with the high costs of living, healthcare, education and lack of leisure and recreation?
7. Is it because of the need to do NS in-camp training every year?
8. Is it because of the congested environment?
9. Is it because there are too many foreign scavengers around to steal their breakfasts, lunxhes and dinners?

Many dead wood Management Staff in most companies are from the earlier generations who most worked their ranks up.

So these just lucky hold so called Management or Exec posts are just too frightened that they will lose their jobs.
Sinkies, basically are very selfish Managers,Execs and supervisors.
They would not dared to teach or transfer Knowledge willingly to the youngsters.
Been entrenched for long service and had curried enough favours with the Top Management, they are in a way very harsh to the new comers and youngsters.
Just as salaried men and women, most had ideas that they are also Real bosses who owned the companies.
That's why the young impressionable interns and newbies were bullied or even taken advantage of by them.

Some interns for the sake of securing their prospects are willing to do the Trade offs.
These are the main reasons why three quarters of the work force are NOT HAPPY.

Here’s how it can work: If the PAP can discredit enough opposition contenders, they can claim the WHOLE ELECTION.
Take the ongoing Town council case. If those 3 are found culpable, the 2 who would-be contenders would not be allowed to stand for election.
All the PAP has to do is wash, rinse, repeat the process and there will be no opposition who will be ALLOWED to run.
But to be crafty, the PAP can field a few “independents” who are actually PAP stooges, just to fool people into believing that there is still demo-crazy left in our political system.

Aiyah, the youngsters are not interested in modern Singapore's "interesting history" after independence and its interesting characters. Like (Maj) Fong Sip Chee aka "The Rat Catcher", who also went toe-to-toe with JBJ.
In the early days "The Rat Catcher" used to do all sorts of work for the PAP. He essentially whipped the construction and building industry into shape. All those slimey-type contractors got walloped by him.
The new "cafe-society" PAP can't hold a candle to the old guys. Even if you are not a PAP fan, these old guys really DID MORE to ACHIEVE MORE. They got their hands dirty. They would get fucking angry at the new PAP who says STUPID THINGS like "do less, achieve more".
Although LKY was a dirty prick when it came to walloping opposition, the "old guard" really worked for their money---at that time their money was a lot less than what the new brats receive today.
