Would Singapore invite China into CPTPP?

The anti China TPP, conceived with one specific purpose, to isolate China, went ahead without the Americans and formed a half past six grouping under a modified name called CPTPP.  The non participation of America in such a trade grouping would have effectively rendered it a no go proposition. What is there left without the American market?

Under normal conditions, the remaining participants would go around hunting for an equivalent big economy to replace the Americans. The obvious choice was China. But the obvious choice was that China was the main enemy and should not be the choice. Grudgingly they went ahead, on a limb, to sign a trade pact that is as good as a non pact. The persistence of some members in the grouping not wanting to give up is understandable. Without China is the key agenda and going ahead without China is still like half a bird in the bush is better than none. China was excluded and they have achieved what they set out to do.

Hsien Loong is in China to attend the Boao Forum and would follow up with a working visit to China to meet Wang Yi and to discuss areas of cooperation. The test balloon floated, oops, oops, wrong choice of word, the main agenda is to invite China to join the lame duck CPTPP.  At least this what I perceived from the statements he made in the media. 

In Channel News Asia it was reported that "Mr Lee highlighted the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), which was renamed after the withdrawal of the US from the Trans-Pacific Partnership, and the Regional Comprehensive Economic Partnership (RCEP), which is a proposed FTA spearheaded by the ten ASEAN member states and involving six major trading partners, including China....that these two agreements will boost economic growth in the Asia-Pacific region and promote a seamless flow of goods, services and business that will benefit all countries.

“The CPTPP, which was recently signed, is an open and inclusive agreement. We welcome China, and others, to join the CPTPP when they are ready,” Mr Lee said....

Singapore will continue to support China’s constructive participation in the regional architecture as well as the international system,” Mr Lee said."

The last two sentences are as good as Singapore taking an initiative to invite China into the CPTPP.  anyone reading it as otherwise? This trip to China could be ground breaking in Singapore China relationship. In a way the term test balloon could be quite appropriate in the sense that Japan would never agree to have China in the CPTPP. Did Hsien Loong speak to Abe and had his concurrence to brood this matter with China? If not, the suggestion is as good as cheap talk. Japan would definitely throw its weight down to oppose China's entry. China is not just a historical enemy of Japan, its admission into CPTPP would mean that Japan would no longer be the undisputed leader to call the shot and to drive the CPTPP against China's interests.

Not only that, there is the big bad wolf lurking in the dark corner, not in the CPTPP does not mean that the Americans have no say in China's entry into the CPTPP. The Americans would use their veto card to stop China and all the American cronies and little USAs would not be able to say no.

Would Singapore take a lead against the interests of Japan and the USA to invite China into the CPTPP? Does Singapore have the heft and influence to make this happen? Or would it be a case that Singapore has done its best but were blocked by other interested parties to keep China out of the grouping?

Let's see what comes out of this China trip.

In today's news, it was reported that Hsien Loong has inked a couple of MOUs with Li Keqiang on the BRI and to promote  cross cultural cooperation. There was some mention of the RCEP but nothing about the CPTPP. Perhaps my reservations on Japan not going to agree to China's entry and the USA, though no longer a party, would also not permit China to be admitted to the CPTPP. The vacuum cannot be filled by China. Any other country will do but not China. So looks like Singapore is not going to be able to do a thing on this.

Punching Above Own Weight At What Price?

It will be extremely difficult for the present Chinese leaders to trust the present set of Singapore leaders any more. Unless something drastic is done to reverse the course for the damages done.

Everyone knows that Singapore is only interested in trade with China for economic survival, while militarily, diplomatically, politically and morally, Singapore is openly aligned with, in support of and controlled by the Western Powers, especially USA and UK.

All the top leaders and top civil service chiefs are westernized and educated in the Western Universities with affiliations and close connections with Western leaders. None of them have been educated in China! Though cultivation of future Chinese leaders has started many years ago through various schemes, the recent expulsion of a pro-China professor from the Lee Kuan Yew School of Policies, has changed the sentiments and wasted all past efforts to make friends. Distrust breeds distrust.

Just by being of Chinese descent does not mean they will not betray Chinese culture, tradition, values, or strategic interests.

Moreover, over the last five to eight years consistently and persistently, Singapore leaders, especially the Prime Minister, Foreign Minister, Defence Minister and Law Minister, have been aggressively attacking China openly and vehemently.

It looks like China has already determined, decided, planned and initiated her short/ medium/ long-term plans to counter Singapore's influence and potential treacherous actions against China's strategic interests - diplomatic, economic, military, political, and national security, sovereignty and integrity.

Punching ahove one's own weight has a price to pay. You pay with a heavy weight upon your head, multiple punches upon your body and multiple kicks in your ass.

So, next time before anyone even think of punching above one's own weight, think first of the long-term consequences to your family members, to your people and to your country. Omce trust is broken, it is very difficult to recover.

Leaders' personal ego can and must not be allowed to interfere with the business of international diplomacy. Long-term economic survival should and must be your paramount goal, especially for a tiny island without natural resources, soley dependent upon its strategic location for entreport trades.

One good or bad turn deserves another. There must be probable courses of reciprocation, retribution and retaliation taken into consideration before any decision was made, for sure. So, learn to live with the probable consequences.

[Note: If Singapore is smart, they will guan xi China like crazy to get them to open a Chinese gold exchange in Singapore. Afterall, Singapore is already a main oil trading center. Introduction

Just three years ago, in 2015, 2 months before the General Elections, Lee Hsien Loong gave an interview to the Time magazine.

He told the Time reporter that he was influenced "a great deal" by his father, the late Lee Kuan Yew bla bla bla ... So, it'd bound to be a very deep influence," he said (probably to use his father's standing for his own political agenda?).

Apart from his father, Lee also named other world leaders whom he admires.

The first he mentioned was Mr Luiz Inácio Lula da Silva, who was the Brazilian President for eight years from 2003 to 2011.

"He was remarkable - very little education, left-wing firebrand, mobilised a nation, became President and was able to not only to get people to support him, but actually pursue very sensible policies which promoted growth and development and improve people's lives," said Lee. "I met him and I was very impressed."

The Impressive Lula

Last Friday (6 Apr 2018), the Brazil’s Supreme Court sentenced Luiz Inacio Lula da Silva, known as Lula, to 12 years jail for corruption. After a stubborn stand-off, he finally surrendered to the Brazilian Police and is now in prison.

Lula was convicted last year for taking bribes from an engineering firm in return for help landing contracts with the state-run oil company Petrobras. The Supreme Court rejected Lula’s plea to remain free until he exhausts all his appeals, in a case he calls a "political witch hunt".

Lula led Brazil for eight years as President during those years of prosperity that were fueled by the commodity boom. He was very popular in Brazil due to his social programs targeting the poor.

His hand-picked successor Dilma Rousseff was also impeached and removed from office amid corruption scandals and economic crisis in mid-2016.

Operation Car Wash

In March 2014, Brazilian Federal Police launched a money-laundering investigation called Operation Car Wash. It began at a petrol station cum car wash complex in Brasilia, Brazil's capital. It was initially thought to be just a routine open-and-shut police operation.

The Federal Police had the location under surveillance, believing that it was the centre of a money-laundering operation run by a former convicted criminal, Alberto Youseff.

Then, in one of Youssef's intercepted emails, it was discovered that he was paying for a Land Rover for an executive. The executive turned out to be Paulo Roberto Costa, the man in charge of refining and supply in Petrobras. Costa was arrested and some US$8 million was uncovered as evidence of money laundering. Criminal charges were brought against Costa, who then negotiated a plea bargain with the authorities.

The testimony given by Costa lead to uncover a network of corruption cases involving politicians. Costa admitted in Court that corruption in the Petrobras supply division he oversaw, "was the tip of the iceberg".

Investigation revealed that there was a cartel of companies that dealt with Petrobras. According to a secret agreement that existed for more than 10 years, the cartel would nominate one of its members to be awarded in each of the Petrobras multimillion-dollar contracts. Petrobras executives would be bribed to go along, and the cost of the bribe built into the contract. In fact, the scheme stretched far beyond Petrobras to contracts for stadiums for the 2014 World Cup, the 2016 Rio Olympics and other major infrastructure projects throughout Brazil.

In 2015, the Federal Police moved against the cartel players. Twelve top-level executives were arrested, among them Marcelo Odebrecht, CEO of the largest construction company in Latin America. Its bribing operation typified that of cartel members and was the most extensive in the region. He was later sentenced to 19 years in prison for corruption, money laundering and criminal association.

When The Going Gets Tough, The Cowards Get Going

Marcelo Odebrecht then began to talk in hopes of reducing his 19-year sentence. According to authorities, Odebrecht had a division of "Structured Operations" that ran an intricate off-the-books accounting system and a bank to bribe not only company executives, but also politicians. In testimony to prosecutors, Odebrecht admitted that his company bribed politicians from all the major Brazilian parties in exchange for appointing their own people in key positions in Petrobras.

With Odebrecht's testimony, dozens of Brazilian congressmen, senators and ministers were implicated. It especially dealt a big blow to the Workers' Party of Brazil and its 2 Presidents, Lula and Dilma Rousseff.

Dilma Rousseff was impeached in August 2016 and 2 weeks later, Lula was formally charged with corruption in connection with the Car Wash scandal.


International Connections

While Brazil's ruling elites were being held to account, investigators were also making steady progress on the international front with the help of the US Department of Justice, because the illicit money from Brazil was being laundered through the US financial system.

In December 2016, Odebrecht pleaded guilty to American charges that it provided almost US$800 million in bribes for more than 100 projects in 12 countries through the US financial system. It agreed to pay a US$3.5 billion fine and disclose details of its corrupt activities in Latin America and Africa, which involved bribing various political parties in those countries.

Attorney Walter Alban who served as the public ombudsman in Peru from 2000 to 2005, stated, "There aren't political parties any more. There are groups that define themselves as political, but strictly speaking, they are supported in all cases by illegal funds".

The Singapore Keppel Connection

As part of Operation Car Wash probes, Singapore's public listed company Keppel Group was also implicated.

It was first cited in the "Operation Car Wash" investigation in February 2015 (note the timing of Lee Hsien Loong's interview with Time magazine) when Brazilian media reported claims that Keppel FELS, a wholly-owned subsidiary of Keppel O&M had made bribe payments to Petrobras executives as well as the Workers' Party of Brazil. Initially, Keppel totally denied the charges.

In October 2016, Keppel then acknowledged that "certain transactions" associated with the company's former Brazilian consultant "may be suspicious" following internal investigations. It also notified authorities in the relevant jurisdictions of its intention to cooperate.

And in Dec 2017, Keppel O&M's corruption scandal was finally confirmed in public, when Keppel issued statements saying that it would pay a hefty fine totaled US$422 million as part of a global resolution with authorities in Singapore, Brazil and US over the corruption charges.


Keppel O&M Knowingly and Willfully Conspired

According to court documents released by the US Justice Department, Keppel O&M "knowingly and willfully conspired” to pay bribes as part of a “decade-long scheme” to win 13 contracts with Petrobas and Sete Brasil.

From 2001 to 2014, millions of dollars in bribes were disguised as large commissions paid to the Brazilian consultant under "legitimate consulting agreements" by Keppel O&M.

These illicit payments, made to bank accounts in and out of the US under the names of shell companies controlled by the consultant, were then transferred to bank accounts elsewhere and into the pockets of Petrobras officials and politicians of the corrupt Lula government.


13 Years of Bribery by Keppel O&M

From the 13 contracts that it secured through the 13-year-long bribery scheme, Keppel O&M and its related entities earned US$351.8 million. The scandal came to light when Keppel O&M's Brazilian consultant, Zwi Skornicki, was arrested as part of Operation Car Wash probes.

Skornicki was nabbed after former Petrobras executive Pedro Jose Barusco Filho made the allegations against him in his testimony to Brazilian Federal Police as part of a plea bargain in November 2014.


Who Were The Key Players in Keppel O&M?

US court records pointed out the involvement of six former executives at Keppel O&M, with four of them being Singapore citizens. One of the remaining two executives is a legal Permanent Resident in the US, while the other holds a US Citizenship.


Authorisation of Bribes

It was revealed that Keppel O&M executives had authorised the consultant during several telephone calls to pay one per cent of the contract value as bribes. Accordingly, the consultant received approximately US$14.4 million in bribes paid to the oil executives and the Workers' Party of Brazil.

And according to Skornicki’s testimony, the Brazilian politician who received Keppel O&M's bribe was Joao Vaccari Neto, the former treasurer of Brazil’s Workers’ Party and close ally of the Impressive President Lula. He was sentenced to 15 years and four months' jail in September 2015.


Conclusion

Is Lee Hsien Loong still highly impressed by Lula after what have been exposed in the courts and in public?

It seems that the past has got something to do with the present. Will the present have something to do in the future?

Knn, it pains me to see our leader begging for projects. China signed all those agreements but in practical term, don't think sg will actually get any of the projects. With China developing ports in Pakistan and Sri Lanka and Malaysia, the sg port will be a white elephant soon and sg economic development would be sliding as once trade is gone, services like banking etc will go downhill. Knn, we get into this spot because our leaders have big mouths that aircraft carriers can berth😰😰😰

RB and I disagree on many things, but one thing we are in concord is that we are both "long China" and "short western demo-crazies". However our positions differ in reasons: Redbean makes his stand from a cultural/ nationalist perspective, I arrive at mine more from a political-economic perspective.

Whilst culture is important, it changes and is easily corrupted. We only have to look at our own cuntry for anecdotal evidence. I say "anecdotal" because as far as I know, there have been no studies done. Modern Chinese culture is very different from pre-communist Chinese culture---in good and bad ways.

What I like about modern Chinese culture is that they are politically incorrect. Although freedom and expression is controlled by a central authority (but not in HK), privately Chinese people don't give a flying fuck about offending whomever the fuck they want to criticise. One can only imagine the explosion of manifest ideas once these State-enforced restrictions are lifted or by-passed.

In Chinese history, Chinese culture is redolent with anti-authoritarianism. You can see this trait on the Chinese internet where millions attempt to bypass the State's restrictions in what people are allowed to see. Also, in the Chinese business community---they could care less about State imposed restrictions, and have found ways to bypass such imposts in the area of making money, which pisses off not only the Chinese govt, but fellow Asians and a whole lotta westerners---especially on the progressive left.

The old Chinese culture preached values of thrift, savings and intelligent deployment of capital. However today, debt is growing, and their banking system is still fucked. China's sovereign debt has grown rapidly, and they are on their way to 50% of GDP. Before it was in the low 40's or lower.

Chinese consumers are piling on debt at an alarming rate. They should look to their Hong Kong cousins for some "advice".

To me, the rate of debt growth are matters of concern. Thankfully on the plus side for the cuntry, China is still a LARGE EXPORTER OF CAPITAL---i.e. it lends money to "poor cuntries" (technically poorer than poor---broke and indebted) like the USA.

China’s scientific community doesn’t give a fuck about the west’s warped notion of “Universal” human rights. The bad word is “universal”. It is a term used by self-proclaimed “authorities” to impose restrictions on innovation and the pursuit of knowledge . Some types of “knowledge “ are dangerous. So fucking what? We are an inquisitive species. We like to ask “why”, then proceed to find out. When we do, we ask “what if”?

Here’s something to make Uncle RB smile. China’s “politically incorrect” genetic engineering scientists are working on producing babies with 200 IQ. This is a truly DANGEROUS idea which you can’t do in the west. If you try, and are caught, you’ll end up in jail.

Here’s the claim, it is ambitious and I have my doubts of success, but none the less…if you know the Chinese, you will know what the word “determination” means. The genetic scientists are claiming :
