Chan Chun Sing - Govt prepares to pay a high political price

Below are parts of an article in Channel News Asia on what Chan Chun Sing had said at the Institute of Policy Studies forum on Sep 8. If you ask me for my view on it, I will say no comment. But I would like to add the phrase that was often used by the local politicians, 'If it ain't broken, don't fix it', to describe what this govt has been doing most of the time, especially on the appointment of a head of state, the President. It is one thing about fixing things, it is another thing when the fixing is about fixing a symptom and not the cause. And as for the real reason for this fixing of the EP, everyone has his own view on this. I am not sure how many of you agree with Chan Chun Sing, but I am sure many of you don't. Here is the article.

SINGAPORE: It will be a “hard journey” to convince people about the need for changes to the Elected Presidency and the Government will pay a political price but it is prepared to, said Minister in the Prime Minister’s Office Chan Chun Sing on Friday (Sep Cool.

Speaking at an Institute of Policy Studies forum on the Reserved Presidential Election, Mr Chan stressed that as a young nation, Singapore had to evolve its systems to adapt to its circumstances – not just to meet the “here and now” but also to anticipate and pre-empt challenges that may arise in the future....

“If we are all good politicians, we won’t and we shouldn’t do it,” he said. “No good politician would sacrifice his political capital for a problem that may arise in future generations. Most good politicians in the world would try to preserve their political capital for themselves to manage their current problems.”

“There are many conspiracy theories out there,” he added. “But for every conspiracy theory that is out there, I have a very good answer for you.

“If it has to do with an individual, then there are many other ways,” he said. “And if it is for political gain, then surely we are not achieving it as you have rightly pointed out.”....

“We asked ourselves - PM, do we need to do this now? Because we had anticipated it would be a hard journey to convince people and we would pay the political price, at least in the short term,” said Mr Chan. “PM Lee’s answer will forever be etched in my mind, and that distinguished a politician from a political leader.

“He said 'Yes, we are likely to pay a political price. Yes, we may not have a problem here and now, but what if we have a problem 20 or 30 years from now? Will the fourth, fifth or sixth generation of leaders have the liberty, and the luxury of time and space for them to put in place a system?'” said Mr Chan.

Mr Lee, he added, had taken it upon himself to put in place a system to pre-empt potential issues from arising in the future. “Not for himself, not for his political capital, but always thinking about what this country needs,” he said. “We are prepared to pay the political price, because we think the future of our country is much more important than any political capital that we may have.”....

That goes for also issues such as the influx of foreigners, water price hike, etc. The PAP had it all calculated, about how many votes they will lose and how many votes they can win back later if they give sweeteners to certain interest groups, eg pioneers, young homestarters, business people, etc to maintain the overall grip on power.

    1. Pappies now trying to make Orchard Road an attraction for Local to spend and more so to attract tourists and visitors to spend.

      l say the Whole Lot of Cabinet Members can focus on the Grand Plan to make the Whole of
      this Tiny Rock into Orchard Road. However, so long as consumption costs remain high and get higher, locals and tourists have many much better places to go.
      Places as near as Johor and Batam,Bintan or Thailand.

  5. The original status of an appointed president was the ideal concept for Singapore and would serve the country well, and would have avoided all the problems today. The first fix was bad but sounded reasonable then. The subsequent fixed were just that, bad fixes that only create more problems.

    Probably I will come back once a month to collect rentals and see to the needs of my tenants. I also have a shop-house in Vietnam and two condo units in Shanghai that I need to take care of for a while. May be I will hand over the property in Vietnam to one of my daughters and I will stay in Shanghai most of the time. There is where the actions are.

    My 20-acre farm and the huge house with an artificial lake is being taken care of by my younger brother and his family. So I don't have to worry too much.

    Most of my time for the rest of my life will be spent travelling. I have already covered many countries. The next stop will be Argentia, to visit my brother-in-law (my 2nd wife's 1st younger brother) and then to Vancouver, Canada, to visit another brother-in-law (my 2nd wife's 2nd younger brother).

    By the way, I have three wives. All three of them are still alive and very active. And I have 12 other siblings; some of them in Europe and China but most are still in Singapore.

    I have so many grand children, grand nephews and grand nieces that I have lost count. They are not my concern. They are their parents' responsibilities. Do they recognise my as a related member of the family? I don't know. But I know that when Chinese New Year comes around, they will be wishing me "Happy New Year!" to collect ang pows from me and my wives.

    So, I won't be alone. Whoever fear for my loneliness is unfounded.

    As for fear of this and that, I leave it to the One In Heaven. He decides my fate - when I die or when I live.

    So, a coin does not only have two sides. It has a third side. Do you know a coin has three sides?

    If the we call goondu or zero that green "0" is not one of the winning number for quite a while, then punt some wager in it.

    Also, cover 1,2 together with digit 3 on the line.

    The goondu once a while will have the Banker swept all the puntings to cover their overhead.

    Zero on target, banked again on it. Don't be surprised it be the same again. Likewise other single digit. This is the trick or tactic for recovering loss.

    Introduction

    There is a wise saying, "When something is not broken, don't fix it". When you fix it while it is working fine, you may be asking for trouble when it does not work any more.

    There is another wise saying, "If you tell a lie, you need many other lies to cover it up."

    This tweaking of the Constitution to FIX the Elected Presidency go against seasoned, evergreen wisdoms, and therefore. led to the opening of the Pandora's Box.

    Points To Ponder

    1. In order to absolve themselves from having to admit that a serious mistake has been made, the over-confident paper generals, in their predictable manner, tried to explain the problem away by rubbing a crystal ball to look into the FUTURE 20 to 30 years from now. Nostradamus?

    2. Can't even foresee that it was Donald Trump, not Hillary Clinton, who became the 45th President of USA, and screwed up the opportunity on China's Belt and Road Initiative by punching above the weight of a mosquito, yet want bluff people that they can see into the FUTURE 20 to 30 years from now?

    3. With this latest "Talk Cock Like Sing Song" display, it is the last straw many people can take! If they had just talked cock, it wouldn't be too bad. Now, from the horse's mouth, we know they actually deliberated on the matter and intentionally planned to screw up the FUTURE Generations.

    4. They must have foreseen that the way things are going, PAP could collapse very soon and things will not be the same again. So, they purposely took the troubles to tweak the Constitution and implemented the Racist Reserved Presidential Elections.

    5. After tweaking the Constitution, they had to make a second tweak in order to circumvent the Racial identity of Halimah Yacob, whom they have already selected in advance (Chan Chun Seng let the cat out of the bag when he mentioned "Madam President" not once but twice in Parliament when he addressed the House Speaker Halimah Yacob). She was identified and recognised publicly and widely as an Indian when she contested for her minority MP seat as part of the GRC and as the Speaker of the House. So, instead of using the legal document called the Identity Card to recognise a person's race, they coughed out "any Muslim who is accepted by the Malay Community" as an avenue where an Indian Muslim can also be recognised as a Malay Muslim.

    6. For all these years, since the British days, there has never been a problem in recognising a person's Race on the basis of what has been stated in an individual's birth certificate and identity. The change in definition as to who constitute a Malay has led to a subjective judgement instead of an objective one. It is now dependent upon sentiment instead of the person's blood, descending from the father's sperm and DNA, and legally recognised all over the world.

    7. It also left much to be desired because it did not define what constitute a Malay Community. There are many Malay Communities. For example, Ali bin Abdullah (both parents are Malay) may be recognised as Malay by his own Malay Community in Kampong Eunos because he has been raised in Kampong Eunos; Abedin bin Mohammed Subramaniam (father Malay, mother Chinese) may be recognised as Malay from his Jurong West Malay Community as he has been staying there for the last 20 years; and Harimau d/o Yaya (father Indian, mother Malay) may have her own Malay Community in Yishu that accepts her as a Malay because she stays in Yishun since 5 years old. So, which Malay Community has the final say and among who in a particular Malay Community has the authority to certify that that person is a Malay? The Village Headman, the RC President, or the MP from that Constituency?

    8. Besides, who is the FINAL Authority to confirm that a candidate is "accepted by the Malay Community" as a Malay? A special committee formed to do that? Under the supervision of the Elections Department, which is directly under the PMO? How are this committee's decisions to be made? By personal feelings, sentiments or throw dice?

    9. The counting of who should be the first Elected President is the third tweaking to the Constitution by deliberately interpreting that the count should start from President Wee Kim Wee instead of President Ong Teng Cheong. Nobody would have even dreamt that President Wee Kim Wee was the first elected president until we shockingly heard it from the proceedings in the Parliament in February this year. You go around and ask any commoner on the ground who is the first elected president, you will get the same answer that President Ong Teng Cheong is the one. Moreover, in school text books, in letters and other historical records of previous PMs and Ministers' speeches, it has been stated quite clearly that President Ong Teng Cheong was the first elected president. So, how can all of a sudden President Wee Kim Wee become the first elected president when he was clearly a nominate president by Parliament, a ceremonial president, when he took office? To circumvent this illogical selection, someone coughed out an excuse that President Wee Kim Wee had exercised the powers of an elected president, therefore he can be considered as an elected president. Exercising the powers and actually having the mandate of power are totally two different things. An acting President can also exercise the powers of a President, but that does not mean he is an elected President.

    10. The worst ramification to this controversial Racist Erected (not Elected) Presidency is the destruction of the adoption and practice of the pillar of Meritocracy in every respects. If one really cares for the Malay, there are many ways of going about helping them to excel to the very top. One of the ways is to simply revert to the old system of nominating a Malay to be President. Another way is to groom a number of them to become qualified to hold such a position. Everyone knows, with the latest amendments to the Constitution, that the powers of the Elected President has been curtailed to such an extent that he looks more like a puppet being pulled by the strings held by the Presidential Advisory Council, than an effective independent Elected President in his own right. Many of his powers have been erased and more restrictions imposed upon his potential actions that may go against the Executive Branch. In addition, the enhancement of the powers of the Presidential Advisory Council makes it more powerful than the Elected President - the PAC controls rather than advise the President.
    Moreover, now they make the Parliament the Ultimate Power that can over-rule any Presidential decision. Previously, the Nominated President's decision is final. Now, the Elected President's decision is subordinated to Parliamentary Proceedings in which the Prime Minister holds the Absolute Arbitration. Therefore, Parliament is the Supreme Power, not the Elected President. As such, why not just revert back to the Nominated Presidency?

    11. Even LKY had failed to see what his "Two-Is-Enough" Family Decimation Policy would have done to Singapore when it was implemented in 1972. As a result, the need to import millions of foreign trash to come and upset the infrastructures, to compete for jobs across all levels, to rob Singaporeans' rice bowls, and to take up so much of the limited space, thereby causing rapid rise in prices of properties, goods and services, taxes and other social ills to Singapore and Singaporeans. Yet these paper generals are trying to tell us that they are better than the Old Guards?

    12. It is very divisive. Giving priority to any particular race for whatever reasons, is going against the conviction and commitment to the National Pledge of "Regardless of Race" and "One United People". This National Pledge has been ingrained into the psyche of all our citizens (minus the new citizens) from the age of five or six. It has been repeatedly said like a mantra by every student, every soldier, every policeman, every civil servant, every citizen, every minister and every political party in Singapore repeat with conviction during every National Day, every Armed Forces Day and every Other Days, believing that we are One People, One Nation. This has helped to build up the social fabrics of a harmonious, peaceful and united people. With the introduction of race as a determinant to show favour, rather than merits, it has rocked the foundation of harmony, peace and unity, the hardworks of everybody over the last 52 years of nation-building.

    13. Nobody can even try to forecast when one is going to die, yet we are to believe that these paper generals are able to see into the future 20 or 30 years from now? When CANCER strikes again, I think it is better to prepare for the will and ensure that the children won't quarrel over it, then to worry about the future of Singapore. Most probably, Singapore may rejoin Malaysia or become part of Indonesia, India, China, or USA in 20 years' time. Who knows?

    14. Last but not least, there are so many urgent and serious problems today that need solving, all mostly caused by the problems accumulated over the last 15 years. And each time LHL said he is helping the people, it landed up the people had to pay more and more. He can't even solve the present problems now, yet wants us to believe that he can solve the problems that will arise 20 to 30 yeas from now? Are the daft Sinkies really that daft? This is called, "Taking the Voters For Granted!"

    Conclusion

    1. The more power the elites get, the more crazy they become. They even try to think like a God who is All-Knowing, Omniscient!

    2. The moment they showed their absolute arrogance to take voters for granted, that is where the downfall will come, and come it definitely would, fast and furious. Just watch .....

    3. Moral of the sad story: The more the self-serving elites say they are doing something for people, the more the people suffer.

    4. Be wise. Be prepared for the WORST!

Without the pen of a EP ( be it reserved or not), this Emperor Lee edict need another one to countersign so that monies or monies in reserves can be dispense to its people ( as subsidies or grant) & government agencies expenses to feed. If u have a rogue EP working with the Leegime or vice versa, it will create havoc to govt agencies & needy people of Sinkies , so years down the road the future generations Sinkies will have more problems accumulated ( maybe this wat Emperor Long worried & this etched into Ah Chan mind)... getting a 'favoured' EP will make the job ez for the PM & future PM of Sinkies without having to answer many questions when a cheque is handover to the EP to countersign & monies or reserves can be dispense readily in times of need ..

    1. I have fought since a young boy at age of 15, younger than Amos Yee. I joined the PAP in 1959 to struggle for independence from the British during those early days.

    2. When Lim Chin Siong was played out, we formed the Barisan Socialis. Again I was pioneer member of the second and largest Opposition Party.

    3. I was founder member of Singapore Democratic Party together with Chiam. We fought and won a few seats in Parliament. After Dr Chee took over, it was all down-hill until today.

    4. I was the first secretary of the first Resident Committee formed in 1974, together with my friend from SID as the chairman. We had to come out our own money to sustain the RC and we ourselves went on rounds every night on rotation to make sure the old folks were not robbed in the lifts at night, amongst other things.

    5. Again, I was founder member of the Singapore First Party.

    6. I was there in the soaking heavy rain during the First National Parade on the Padang when our First President, The Yang Di Pertuan Agong, Inch Yusoff bin Ishak and our First Prime Minister, Mr Lee Kuan Yew, reviewed us!

    7. I was amongst the first to have started computerisation and information technology in the government ministries, one by one. We went through all the teething problems. We were the earliest to be in the office and the latest to go home late after midnight, sometimes never go home because we were too tired and exhausted.

    8. Though I was not required to serve National Service, I volunteered and became amongst the First Batch of NS men to be conscripted. I serve my NS term until the age of 60 when I received a letter of thanks and appreciation.

I take on Australian citizenship so that on the one hand I can enjoy free medical services, and on the other I can withdraw all my CPF money, without having to pay for the annual ever-increasing compulsory life-long insurance, that is actually a disguise to deplete all your savings in your CPF Medisave Account. What Quitters are you talking about?

    Lau Goh can't even handle his own wife and his own daughter, who was amongst the first quitters. What about they come on the opposite side and stay to fight until my age?
