The most effective govt tool

Well the latest case of corruption of an Assistant Director in CPIB is another unfortunate thing to happen. There are so few of such cases happening so no one should be unduly alarmed. After all we are a very young nation and such lapses are teething problems in a young country and a young administrative service. Some are saying that perhaps such officers succumbed to temptations as they are not paid enough. The high cost of living must have affected them and resorting to corruption to get by is understandable.

But have no fear. The Govt has a very effective management tool to curb such indiscretions and wayward ways. It is called review panels. Another review panel has been set up to look into the corruption case in the CPIB. More such panels will be set up along the way to take care of such hitches whenever they arise and things will be smooth running again.

The review panel will be able to find out everything that went wrong and will come up with a list of recommendations to clean up the problems. It would be nice if review panels are formed in advance before something happens. Can save a lot of money and time and embarrassments.

  3. There should be a new minister and a new ministry called the Ministry of Review Panel to solve all the ministries' problems. The work is cut out for such a ministry and is piling up.

  5. There is no need for PAP govt to have review panels to form in advance before something happens.

    As long as the strongest opposition party give advance notice they are not ready to be govt.

    Or if they look not ready is good enough already, in lieu of notice.

  7. All large organisations, groups, collectives and GOVERNMENTS are corrupt and have corrupt individuals. What varies is only the degree of corruption.

    Humans are social and economic animals. Economic status co-exists with social standing/ status -- in asian societies and cultures -- this aspect is thousands of years old.

    Humans are also, by default, short term gratification seekers -- another by-product of the "economic" thinking. They want it now, for low cost often leading to "the end justifies the means" rationalisations. As humans, our imaginative brains allow us to justify anything, which leads the observer of human nature to conclude that ANYTHING GOES with respect to human conduct and pursuits of "happiness" -- which includes killing and enslaving other humans who are "different". This makes this particular species -- large brained, bipedal, hairless primates -- infinitely entertaining.

    Sure, set up review panels and even invite trusted independent 3rd parties to "audit". You'll catch a few fellas, but some will get away remaining undetected...possibly for years. It is also very difficult to ascertain if the review panels and auditors are themselves free from corruption -- good luck with that ;-) If the CPIB can be corrupted...then...

    So, be human. Embrace corruption. Hail Satan, and welcome to the fun, dark side.

    The reason we get to hear of more scandals nowadays is due to camera smartphone which instantly can turn everyone into a journalist bypassing the censor of those state-controlled media.

    So,just get ready to hear of more juicy happenings from now on.

  16. He headed the reseach and technical support branch and had allegedly started to siphoned off funds or 'eat money' between 2008 and 2012.

    He was a CPIB veteran familiar with the procedure worked there for 15 years.

    So it took 4 years for the bureau to realize it!

    Amounts got bigger from $95,000 in 2009 to $320,000 in 2011 and $1,200,000 in 2012.

    We need to know who are the auditors?

  20. The authority must inform the public on the full details of how he can so easily misappropriate $1,7000,000 of the public fund, what went wrong? Misapproprated yes, we know that, the public need to know much more, like how those withdrawals were approved and under what circumstances. Who approved them and who checked them ?

  22. Actually 4 years is not that long or $1.7 million that big if compared to the SIA case in 2000.

    And the SIA case in 2000 involved only a junior staff, a clerk. He stole $35 million over 13 years before he was caught!

    now we know why Vivi and PAP want to fix the opp party by falsely accusing WP in SpringCleaningGate, and tempting the latter to sue PAP MIW, and it is all because all these corruption cases under the government of PAP are to be unleashed to the public. Notice the total silence in SpringCleaningGate now by the MIW other than using boot-licking press as protection cover to do their dirty work.

    How can such timing be coincident ? Must be coordinated effort to accuse and then release the info. Anyone recall the toilet paper release just after the Punggol by-election ?

    Anyway, CPIB reports to the Prime Minister's Office.
    So PMO is already the review panel.

  27. The CAD is said to be investigating this case.

    I would presume that if someone in CAD had committed the same crime, they will tell us that CPIB is to investigate.

    So, with the right hand investigating the left hand, it does not sound quite correct. For wayanging, no problem. But for integrity, questionable.

  28. When I started working with a TH company some 20 years ago, such cases are already very common. They are in every TH/GIC companies. Almost every purchaser/ head of department abused their authority to certain extent with suppliers/contractors. It is very gorrupted but since the leader of the pack is doing it legally, those shrimps are just following his 'good' example by putting money above honesty and integrity.

  33. He was the Assistant Director in CPIB, and not merely 'officer charged' as reported in the sph newspaper headline.

    Assistant Director is someone who has a office to himself, is a senior management staff.

    The term Officer can be loosely used to refer to anyone working in a enforcement agency carrying out an offical duty as perceived by the public.

    So in this serious case, the sph newspapers should highlight his rank to the public and not omit it.

    Which has TWICE happened before. Circa 1991 Gl**n Knight, director of CAD, investigated by CPIB for cheating and corruption. Again circa 1998 for "misappropriation".
