Is sexual misconduct a seizable offence?

The two senior civil servants were reported to have been arrested and released on bail. So far most of the reports are highlighting their sexual indiscretions with the same woman and with some inkling on the awards of contracts through tenders. As far as I know, sexual misconduct is not a seizable offence. Correct me if I am wrong. It may be conduct prejudicial to the good image of an organization and may lead to a dismissal or demotion, definitely no arrest is warranted.

Why were the two men arrested? I think the more serious offence is money related, some kind of corruption. Can’t imagine anyone being arrested for sexual misconduct. I think Changi would not be big enough to accommodate them all.

  5. A more polite term is that someone is helping in an investigation or invited to drink tea. When it is splashed in the media that they are officially arrested, it means it is serious.

    CPIB is no boy scout organisation that will act on spurious allegation. I know of agency that will act on very silly things, even like someone scolding someone else.

    When CPIB acts, it means that they have a pretty good case. And here it involved top civil servants, not any Tom Dick or Harry. CPIB is a professional crime buster and would not be made to look like fools.

    Unless it is an act of god, the verdict is quite predictable.

  12. Sexual misconduct per se is not an offence but sexual gratification offered to influence or to obtain the outcome of an award of a contract for service or supply of goods is corruption and therefore an offence. If proven, both the offeror and the recipient are liable for prosecution.

  13. But if the AGC charge them for corruption, wouldn't the old man be made to look like a fool, as they are obscenely paid? And if the AGC do not charge them, you cannot challenge the AGC in court.

  14. One of them was reported in the ST as having followed proper tender procedure in approving the lowest bid. The lowest bid is by no means always the best bids or genuinely the lowest bid. It is a know fact that a small group of potential contractors/suppliers can easily usurp the tender process by colluding to fix prices and they either share the contract of the successful 'lowest' bidder subsequently or wait for their turn at the next tender. That is the Achilles heel of the tender system.

    It is corruption when the two chiefs pass on info on bids made to the woman in return for payment in 'kind'. It would be interesting if the CPIB could uncover evidence that the woman's firm has subsequently altered their initial bids.

    So now we know why the ang mohs want to set up their operations in Singapore.

    It's thanks to the hard work of the SPGs.

    EDB and Philip Yeo do not deserve any credit.

    Next step is for Singapore to improve the skill set of the SPGs.
    To make it easier for the ang mohs to assess quality, SPGs will be issued with diplomas stating their proficiency level.

  20. Anon 6:19 has a valid point. This could be the crucial factor for MNCs to relocate here and the city is benefitting from the good will being spread generously by the SPGs.

    They are the secret weapons and should be honoured with a medal and a statue beside the foreign workers.

  22. I tell you, SPGs are a big factor in my choosing to visit Singapore ;-) I must admit, I so do love Asian Pussy.

    If the dilemma came, I would compromise my dearest principles in a heartbeat for the engulfment by wet, pulsing, fragrant SPG puki.

  24. I think the main question is whether there were favours returned for the sex. If there was, then it is corruption because one party got finanical gains out of it. If not, then there's no problem. Who cares if civil servants & politicans get into affairs?
