'The govt is listening.'
Actually the govt is listening. But the govt also has a mind of it's own and thinks that it knows better. So it is listening but not necessary for the govt to agree with what it hears.

No, you are the one who is forever deluded. You said it yourself and i quote: "... seriously consider and may act on it". SO, it is only consider, not necessarily MUST accept. Also MAY act on it not necessarily MUST ACT. Once again, the myth is only in your head.
let me put you another example. whatever you said, i am going to do lift upgrading according to my terms. so am i listening. yes i am listen. do i care a damn what you are saying, no.
Exactly, listen and caring (or giving a damn) is totally separate. The govt says they listen. That is true. They just don't give a damn what is said. So what ? They never said they were going to.
i think there were words said to that effect that they want to listen to the people. and yes, they also set up feedback units to hear what the people have to say.

you must understand the difference between complaints and intellectual discourse or kopitiam talks. when people want to complain they will send a complain letter to whoever.

there are many ways of earning a living. some are respectable, some sell their self respect for money. some sell their human decency and curry favours to earn a living.

let me see, i think you must be paid by one of the opposition parties to harrass bloggers, threaten them, to create the impression that the govt is monitoring and threatening the bloggers so that all bloggers can point the finger at the govt.
