Chinese leaders do not basically like to shout their mouths off and be seen as just megaphones blasting loudly inside an echo chamber. Chinese leaders and their spokespersons have always been seen to be truthful, calm, careful with their words and avoiding boastful chest beating. They always try to avoid having to walk back on what they said, a shame they do not take lightly.
Asians generally wants to avoid shame: a trait not lost on those who takes the trouble to study Asian characteristics throughout history. The Japanese, in the past, even equate shame as something worse than dying, and some have chosen 'hara kiri' or self-immolation, as a way out of their shame. Compare that with USA leaders shaming themselves every day with atrocious and frivolous outburst, thinking that as a way to boost their ego. How sad.

So, the truth is out. No deal yet, just room for further negotiations. China's control of rare earth is its trump card, just like the US$ hegemony is the USA's trump card. China must never relinquish its control of rare earth, now that the world is about to go to all-out war.

Trump is a prolific liar, a compulsive braggart and a failure masquerading as a celebrated successful businessman. His six bankruptcies tell us all that is needed to be told about his capabilities. His 'Art of the Deal' really means how to con others into believing him and the fact that he was able to con so many others is indeed noteworthy.
But Trump is wise enough to know that he cannot con Putin or Xi. Of course, for a toddler trying to con adults takes more than the ability to make the loudest noise and invent the biggest lie. Big, beautiful lies cannot work on sensible adults.
