A national manpower audit is needed in the banking, finance and IT industry


‘Acting Minister for Manpower Tan Chuan-Jin talked about creating fair and inclusive workplaces for Singaporeans… one important aspect is to take a firm stand against discriminatory employment practices against Singaporeans (‘Minister Tan: We’re taking a firm stand against discriminatory employment practices‘)….

He broke down the frustrations of Singaporeans into three categories:

1. ‘hiring-their-own-kind’ practices

2. Undue Haste in the Recruitment Process

3. Lower-cost foreign professionals substituting Singaporean PMEs’

The above is quoted from an article in TRE about Tan Chuan Jin’s reply to Gerald Giam in Parliament. He also mentioned a few meetings he had with employers about the problem and Tharman was also involved. This showed that the matter was taken at very high level. But from what he had said, it appeared that MOM was just starting to scratch the surface of a huge problem that has remained buried for too long and not enough is being done.

What the MOM could do for a start is to do an audit of all the financial institutions on the breakdown of their PME staff and with Singaporean stated clearly as a separate group and not lumped together with PRs. The audit should also be extended to institutions and businesses that hired a lot of IT personnel. This act alone will show the employers that the govt meant business and it is time to clean up their dubious acts against Singaporeans or the Govt will do the cleaning for them.

Perhaps the MOM can make it more transparent by reporting a few companies that have been discriminating against Singaporeans in the workplace in the main media. Let’s give the main media a chance to do a patriotic act for once. I am repeating this word ‘Singaporean’ to be distinct from PRs. In fact it is opportune for the Govt to separate Singaporeans from PRs to give a clearer picture of the shit Singaporeans have been stuffed in their mouth without knowing in all official statistics.

Scratching a few pimples is not enough. The problem is massive and widespread and the Singaporeans demand more positive intervention from the Govt. The May Day protest Rally at Hong Lim must include this as a major issue.

Some people have asked what’s next after the protest Rally? Is it just to be there as a show of force or should the organizers work towards some kind of actions like a petition to the Hsien Loong. Don’t bother about a petition to the President. It is not in his terms of reference to meddle with such issues. He has more important tasks to take care of, like guarding our reserves. The MOM can talk, the protest Rally can talk, but what is urgently needed are concrete steps to stop the rot as it is hurting Singaporeans badly for too long.

Like your suggestion to do audit of the few named institutions.
MOM Minister should set an example and audit - Temasek Holdings, DBS Bank, NTUC Insurance, Olam Holdings,National Health Board.....start with govt statutory boards/agencies where MOM have a DIRECT access!

Wong Kang Seng said the thousands of internet voices are just noises. He should be made to clarify what he meant by that? Or is it the same old arrogant style of dismissing citizens and tax payers as daft while at the same time ministers pay themselves millions of dollars arbitrarily with tax payers' money. We Singaporeans should show them we are the masters in 2016. We should from 2016 stop the Pappies from making irrelevant and diversionary hurtful noises.

Perhaps the new Town Council management systems project needs a check on the nationalities of the developers, its a good opportunity to retrain and regroup our local IT... instead of in the name of profit and delivery, goes to outsource partners again.... these are the things that they can do at least to give the local PMETs an opportunity to be exposed to large scale IT projects.

Hopefully he is sincere this time.I wrote to Tafep and tan an email,willing to "testify" against the HR pinoys for discriminating practice against locals.I will setup an appointment and all they need to do is sent a rep to sit in.Like that those pinoy HR sure cannot siam.But Tafep throw them a lifeline,saying it has no power to sit,MOM will,as usual investigate.Later,the boss sneered and said,you call tafep?hahaha!This is a true account happened about 1 year ago.

What is needed is a more "hands off" approach to labour, and return the freedoms to hire and fire solely with the owner/ operators of PRIVATE enterprise.

The business of government should be lean and mean. If they can hire more productive foreigners, so be it. Tax payers money are not a "jobs welfare scheme" for lower productive locals.

Keep the economy "open".

I hope the comment that Fish has passed away is genuine and not a hoax. I believe it is true until Fish come out with another post.

I have left this condolence message in Fish's blog.

My condolence to his family. We will miss Fish at Hong Lim. But I know his spirit will be there.

Hi Veritas, understand where you are coming from. It would be good to discuss the subject objectively and with less racial tones to avoid being seen as downright racist. It is how you put it that matters. A little self restrain in the adjectives will go a long way.

Hahaha. Now, who is going to audit who? Isn't the manpower problem the result of MOM polices over the years? After decades of collecting all the levies, what they are saying is that all the money collected from levies is in the bank now and we can start working on the problem by conducting a wayang audit to placate the noises.

I agree but not TOO open and the openess must be carefully calibrated. We all know why the foreigners are here - money. When the money goes elsewhere, they will go. When they go, the people will be left with inflated assets unable to rent out, the banks go after them, they bankrupt and the whole vicious cycle starts again. The winners - the banks. The losers - the country and the people.
